HomeMy WebLinkAbout09136ORDINANCE NO. 9136 AN ORDINANCE AMENDING SECTION 6-5-16 OF CHAPTER 5, OF TITLE VI OF THE PUEBLO MUNICIPAL CODE RELATING TO THE FY 2017 CLASSIFICATION AND PAY PLAN BY ESTABLISHING THE PAY SCALE FOR THE TAX COMPLIANCE TECHNICIAN BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: (brackets indicate matter being deleted, underscore indicates matter being added) SECTION 1. The following line items with Section 6-5-16 of Chapter 5, of Title VI of the Pueblo Municipal Code as amended, being the Classification and Pay Plan (2017), are amended to read as follows: 6-5-16. Schedule, classification, work week and monthly salary. The following shall constitute: A. The classification and pay range for all bargaining unit employees of the City effective January 1, 2017; B. The classification and pay range for all non-bargaining unit employees of the City effective January 1, 2017; C. The pay range for all unclassified employees of the City effective January 1, 2017. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of this Ordinance to effectuate and transactions described therein. SECTION 3. This Ordinance shall become effective immediately upon final passage and approval. Nawrocki and Members of City Council CC: Sam Azad, City Manager VIA: Gina Dutcher, City Clerk FROM: Marisa Pacheco – Human Resources Director Roni Kimbrel – Finance Director SUBJECT: AN ORDINANCE AMENDING SECTION 6-5-16 OF CHAPTER 5, OF TITLE VI OF THE PUEBLO MUNICIPAL CODE RELATING TO THE FY 2017 CLASSIFICATION AND PAY PLAN BY ESTABLISHING THE PAY SCALE FOR THE TAX COMPLIANCE TECHNICIAN SUMMARY: Attached for consideration is an amended Pay Plan Ordinance that reflects the addition of the pay rate and salary schedule for the Tax Compliance Technician. PREVIOUS COUNCIL ACTION: In December 2016, City Council approved the annual Salary Ordinance for the 2017 fiscal year. BACKGROUND: The Finance Department requests to amend the title of Compliance Audit Agent to Tax Compliance Technician position within the Sales Tax Division of the Finance Department and amend the corresponding salary schedule. No change in the salary range is being proposed. Section 8-8 of the City Charter requires the Human Resources Director to provide a Uniform Schedule of Pay for the Classified Service, which shall be approved by the City Manager and submitted to City Council. FINANCIAL IMPLICATIONS: The action noted above is cost neutral. The title change will not cause a change in the pay scale. BOARD/COMMISSION RECOMMENDATION: None. STAKEHOLDER PROCESS: City Administration and members of the executive board of the Pueblo Association of Government Employees (PAGE) met on February 23, 2017, to discuss the proposal which was met with support from the union. ALTERNATIVES: The no action alternative would be to retain the current classification title and pay scale. RECOMMENDATION: Approval of the Ordinance.
