RESOLUTION NO. 13691
A RESOLUTION AWARDING A CONSTRUCTION CONTRACT IN
THE AMOUNT OF $46,866 TO PARKER EXCAVATING, INC.,
FOR EMERGENCY SANITARY SEWER POINT REPAIR AT 350
SOUTH ELIZABETH STREET AND AUTHORIZING THE
PURCHASING AGENT TO EXECUTE THE SAME
WHEREAS, an emergency sanitary sewer repair was authorized by the Pueblo City
Manager in accordance with Section 1-10-5 of the Pueblo Municipal Code; and
WHEREAS, the point repair work was awarded to Parker Excavating, Inc., under the 2017-
2018 multi-year point repair contract; NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
This contract is for repair of the sanitary sewer at 350 South Elizabeth Street Contract
Agreement for Sanitary Sewer Repair with Parker Excavating, Inc., Project No. 16-043
(WWAN03) is hereby awarded to said bidder in the amount of $ 46,866.
SECTION 2.
Funds for Project 16-043 (WWAN03) shall be from the Sewer User Fund.
SECTION 3.
The Purchasing Agent is hereby authorized to execute said contract on behalf of Pueblo,
A Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and attest the
same.
SECTION 4.
The officers and staff of the City are directed and authorized to perform any and all acts
consistent with the intent of this Resolution and the contract to effectuate the transactions
described therein.
SECTION 5.
This Resolution shall become effective immediately upon passage and approval.

SUMMARY:
This Resolution awards a construction contract to Parker Excavating, Inc. for emergency sanitary
sewer point repair at 350 South Elizabeth Street.

BACKGROUND
:
On March 22, 2017 Pro-Pipe Professional Pipe Services was cleaning the 15-inch main in South
Elizabeth Street for the 2016 Selenium Reduction Project. The cleaning head hit an obstruction
and could not continue forward. The contractor televised the main and found that the pipe had
a structural failure. The pipe cracked on the top and both sides of the pipe. The top collapsed
which created a shape resembling a bow-tie.
The quote for the unit prices for the estimated work by Parker Excavating, Inc. and the change
order for the project are attached. This work was performed under the Sanitary Sewer Point
Repair multi-year contract under which five (5) contractors were qualified via competitive bid.
During the project the costs were modified by actual field quantities as noted on the attached
change order.
The cost breakdown for the project is as follows:

Mobilization $550.00
Remove and Replace 15” PVC Pipe $20,355.00
Remove and Replace 60” DIA Manhole $3,450.00
Traffic Control $2,025.50
Subtotal: $26,380.50

FINANCIAL IMPLICATIONS
:
Funding for this project came from the sanitary sewer rehabilitation budget funded by the Sewer
User Fund. Funding was available and had been budgeted, appropriated and allocated to Project
No. 16-043 (WWAN03).

ALTERNATIVES
:
Alternative No. 1 – No Action
Under this alternative, the City would allow the pipe to remain in the existing condition which could
possibly cause a backup, sanitary sewer overflow or a collapse at the surface.
Alternative No. 2 – Place the Repair on a Rehabilitation List
Under this alternative, the City would make no immediate repairs to the sanitary sewer. The main
would be put on a rehabilitation list and prioritized by the level of importance for future rehabilitation
projects. Like Alternative No. 1 – the pipe condition would continue to get worse and could create
more problematic situations both on surface and to the main.
RECOMMENDATION
:
