HomeMy WebLinkAbout13690 RESOLUTION NO. 13690 A RESOLUTION AWARDING A CONSTRUCTION CONTRACT IN THE AMOUNT OF $281,084.57 TO PARKER EXCAVATING, INC., FOR EMERGENCY SANITARY SEWER POINT REPAIR AT 633 ELM STREET – PHASE I AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE THE SAME WHEREAS, an emergency sanitary sewer repair was authorized by the Pueblo City Manager in accordance with Section 1-10-5 of the Pueblo Municipal Code; and WHEREAS, the point repair work was awarded to Parker Excavating, Inc., under the 2017- 2018 multi-year point repair contract; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. This contract is for repair of the sanitary sewer at 633 Elm Street – Phase I. Contract Agreement for Sanitary Sewer Repair with Parker Excavating, Inc., Project No. 16-043 (WWAN03) is hereby awarded to said bidder in the amount of $281,084.57. SECTION 2. Funds for Project 16-043 (WWAN03) shall be from the Sewer User Fund. SECTION 3. The Purchasing Agent is hereby authorized to execute said contract on behalf of Pueblo, A Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and attest the same. SECTION 4. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of this Resolution and the contract to effectuate the transactions described therein. SECTION 5. This Resolution shall become effective immediately upon passage and approval. PREVIOUS COUNCIL ACTION : None BACKGROUND : A sinkhole in the dirt approximately 75’ southeast of 633 Elm Street was created due to a 33-inch reinforced concrete main collapsing and was discovered on May 1, 2017. The weekend prior to the discovery of the failure, this area experienced heavy rains. Archived television inspection reports from 2012 indicate that the main’s structural integrity was already comprised due to hydrogen sulfide gases corroding the concrete and the steel reinforcement. The weight of the saturated soil and the weakened pipe caused the pipe to collapse. The large amount of flow in the main and the continual precipitation exacerbated the collapse and created a substantial sinkhole, exposing roughly 12-feet in diameter at the top of the pipe. Immediate action was required to protect the public and avoid any property damage due to the large sinkhole. While work was being performed to repair the main, another sinkhole formed downstream from the first. Additional repairs are planned and will be completed in phases with separate bid estimates, contracts and resolutions. The cost breakdown for the project is as follows: Sanitary Sewer Replacement-related Mobilization $550.00 Remove and Replace 36” PVC Pipe $70,307.16 Remove and Replace 72” DIA manhole $8,200.00 Bypass Pumping - Labor $32,891.75 Bypass Pumping - Equipment $36,602.78 Bypass Pumping – Materials, Subs, Misc $132,532.88 100% Total Sewer Cost and Percentage $281,084.57 100% Subtotal: $281,084.57 FINANCIAL IMPLICATIONS : Funding for this project came from the sanitary sewer rehabilitation budget funded by the Sewer User Fund. Funding has been budgeted, appropriated and allocated to Project No. 16-043 (WWAN03).
