HomeMy WebLinkAbout09131 ORDINANCE NO. 9131 AN ORDINANCE AMENDING THE FISCAL YEAR 2017 STAFFING ORDINANCE BY DOWNGRADING A POSITION WITHIN THE WASTEWATER DEPARTMENT WHEREAS, it is necessary to revise the positions for the ultimate efficiency and functionality for the Wastewater Department; NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: (brackets indicate matter being deleted, underscore indicates matter being added) SECTION 1. The following section captioned “WASTEWATER-COLLECTION” of Ordinance No. 9079, being the 2017 Staffing Ordinance, is amended as follows: Wastewater-Collection WW Collection Supervisor 1 Wastewater Utility Worker V1\[2\] WW Utility Worker / WW Utility Worker I / WW Utility Worker II / WW Utility Worker III8\[7\] WW Utility Worker IV 7 Total 17 SECTION 2. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of this Ordinance to effectuate the transactions described therein. SECTION 3. This Ordinance shall become effective immediately upon final passage and approval. Nawrocki and Members of City Council CC: Sam Azad, City Manager VIA: Gina Dutcher, City Clerk FROM: Marisa Pacheco – Human Resources Director Nancy Keller – Wastewater Director SUBJECT: AN ORDINANCE AMENDING THE FISCAL YEAR 2017 STAFFING ORDINANCE BY DOWNGRADING A POSITION WITHIN THE WASTEWATER DEPARTMENT SUMMARY: The Wastewater Department would like to downgrade a Wastewater Utility V position to a Wastewater Utility Worker. PREVIOUS COUNCIL ACTION: On December 27, 2016, City Council Approved Ordinance No. 9079. This Ordinance provided authorized staffing for Fiscal Year 2017. BACKGROUND: The Wastewater Department would like to downgrade one (1) vacant, Wastewater Utility Worker V position to a lower-level Wastewater Utility Worker classification. The organizational need for the highest-level Utility Worker V no longer exists, as changes in duties related to lift station monitoring and other pressing work assignments have resulted in the diminished need for the positon to be filled at the higher level. Filling the vacancy at an entry level better aligns the staffing of the department to meet current operational needs and fulfill various Wastewater requirements. FINANCIAL IMPLICATIONS: All staffing changes were sufficiently budgeted for in the 2017 budget previously approved by City Council. The change in staffing level will result in a salary savings of approximately $22,320 for the remainder of 2017. BOARD/COMMISSION RECOMMENDATION: None. STAKEHOLDER PROCESS: None. The Wastewater Utility Worker is an existing classification covered in the PAGE collective bargaining agreement. ALTERNATIVES: The no action alternative would be to retain the current classification. This would interfere with the ability of the Wastewater department to redistribute essential functions needed for optimal operational efficiency. RECOMMENDATION: Approval of the Ordinance.
