AN ORDINANCE BUDGETING AND APPROPRIATING FUNDS
IN THE AMOUNT OF $60,000 FOR THE PURPOSE OF
FUNDING A PREVIOUSLY UNFUNDED SR. PLANNER
POSITION
WHEREAS, in prior years, the City found it necessary to hold authorized, vacant positions
open and unfunded to meet budget constraints, and;
WHEREAS, the needs of the Planning and Community Development Department are such
that it is necessary to fill the vacant Sr. Planner position, and;
WHEREAS, there are sufficient funds in the General Fund to finance the cost of hiring a
Sr. Planner; NOW THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
Funds in the amount of $60,000 are hereby budgeted and appropriated from the General
Fund fund balance for the purpose of filling the authorized, vacant Sr. Planner position in the
Planning and Community Development Department.
SECTION 2.
The officers and staff of the City are directed and authorized to perform any and all acts
consistent with the intent of this Ordinance and to implement the policies and procedures
described therein.
SECTION 3.
This Ordinance shall become effective immediately upon final passage and approval.

AMOUNT OF $60,000 FOR THE PURPOSE OF FUNDING A PREVIOUSLY
UNFUNDED SR. PLANNER POSITION
SUMMARY:
This Ordinance would provide funding for the Planning and Community Development Department
to hire a Sr. Planner for the remainder of 2017.
PREVIOUS COUNCIL ACTION:
Included in the measures taken to balance the 2016 City of Pueblo Budget, funding for this Sr.
Planner position was removed. The position remained unfunded in the 2017 Budget.
BACKGROUND:
To balance the City of Pueblo Budget for 2016, it was necessary to remove funding from several
authorized, but vacant positions in the City’s General Fund. This Sr. Planner position was one of
those positions that was unfunded. The Planning and Community Development Department has
been operating without a person in this authorized position since that time. Now, in order to fulfill
the duties of the department, it is necessary to fill this position.
FINANCIAL IMPLICATIONS:
The cost (salary and benefits) of filling the Sr. Planner position for the remainder of 2017 is
estimated to be $60,000.

ALTERNATIVES:
Leave the Sr. Planner position unfunded and unfilled for the remainder of 2017 and beyond.
RECOMMENDATION:
