HomeMy WebLinkAbout09120 ORDINANCE NO. 9120 AN ORDINANCE AMENDING SECTION 6-5-16 OF CHAPTER 5, OF TITLE VI OF THE PUEBLO MUNICIPAL CODE RELATING TO THE FY 2017 CLASSIFICATION AND PAY PLAN BY ESTABLISHING THE PAY SCALE FOR THE WASTEWATER DATA TECHNICIAN II BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: (brackets indicate matter being deleted, underscore indicates matter being added) SECTION 1. The following line items with Section 6-5-16 of Chapter 5, of Title VI of the Pueblo Municipal Code as amended, being the Classification and Pay Plan (2017), are amended to read as follows: 6-5-16. Schedule, classification, work week and monthly salary. The following shall constitute: A. The classification and pay range for all bargaining unit employees of the City effective January 1, 2017; B. The classification and pay range for all non-bargaining unit employees of the City effective January 1, 2017; C. The pay range for all unclassified employees of the City effective January 1, 2017. Nawrocki and Members of City Council CC: Sam Azad, City Manager VIA: Gina Dutcher, City Clerk FROM: Marisa Pacheco – Human Resources Director Nancy Keller – Wastewater Director SUBJECT: AN ORDINANCE AMENDING SECTION 6-5-16 OF CHAPTER 5, OF TITLE VI OF THE PUEBLO MUNICIPAL CODE RELATING TO THE FY 2017 CLASSIFICATION AND PAY PLAN BY ESTABLISHING THE PAY SCALE FOR THE WASTEWATER DATA TECHNICIAN II SUMMARY: Attached for consideration is an amended Pay Plan Ordinance that reflects the addition of the pay rate and salary schedule for the Wastewater Data Technician II position. PREVIOUS COUNCIL ACTION: In December 2016, City Council approved the annual Salary Ordinance for the 2017 fiscal year. BACKGROUND: The Wastewater Department requests to adjust its staffing by reclassifying the Wastewater Data Technician to a newly created classification, Wastewater Data Technician II. The Human Resources Department performed a reclassification review of the Wastewater Data Technician position. The reclassification review found that the Wastewater Data Technician position, performs job duties that are higher level than those described in the corresponding job description; and it was recommended that the scope and level of responsibility are more adequately represented by a new job classification and pay scale. As submitted, approval of this Ordinance establishes the pay scale as recommended by the Human Resources Department. Section 8-8 of the City Charter requires the Human Resources Director to provide a Uniform Schedule of Pay for the Classified Service, which shall be approved by the City Manager and submitted to City Council. FINANCIAL IMPLICATIONS: Funding for the reclassified position of Wastewater Data Technician II will come from the Sewer User Fund. The difference in salary for the remainder of 2017 is approximately $5,266. BOARD/COMMISSION RECOMMENDATION: The President of the Pueblo Association of Government Employees (PAGE) has signed the meet and confer agreement and executed a Memorandum of Understanding concerning this reclassification. The union is supportive of this classification change. STAKEHOLDER PROCESS: City Administration and members of the executive board of the Pueblo Association of Government Employees (PAGE) met on February 23, 2017 to discuss the proposal which was met with support from the union. ALTERNATIVES: The no action alternative would be to retain the current classification assignment, necessitating reassignment of higher level duties to other staff members within the Department. Such an alternative which would be operationally difficult as the higher-level responsibilities of this position are significant. RECOMMENDATION: Approval of the Ordinance.
