HomeMy WebLinkAbout09119 ORDINANCE NO. 9119 AN ORDINANCE AMENDING THE FISCAL YEAR 2017 STAFFING ORDINANCE BY RECLASSIFICATION OF A POSITION WITHIN THE WASTEWATER DEPARTMENT WHEREAS, it is necessary to revise the positions for the ultimate efficiency and functionality for the Wastewater Department; NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: (brackets indicate matter being deleted, underscore indicates matter being added) SECTION 1. The following section captioned “WASTEWATER-ENGINEERING” of Ordinance No. 9079, being the 2017 Staffing Ordinance, is amended as follows: Wastewater-Engineering Associate Engineer II WW 1 Associate Engineer I 1 \[\] WW Data Technician 1 WW Data Technician II 1 WW Engineering Manager 1 WW Inspector 1 Total 5 SECTION 2. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of this Ordinance to effectuate the transactions described therein. SECTION 3. The foregoing reclassification is contingent upon and subject to final approval by the Civil Service Commission if such reclassification is appealed and shall become effective upon the date that such reclassification becomes final pursuant to Section 6-4-5, P.M.C. Nawrocki and Members of City Council CC: Sam Azad, City Manager VIA: Gina Dutcher, City Clerk FROM: Marisa Pacheco – Human Resources Director Nancy Keller – Wastewater Director SUBJECT: AN ORDINANCE AMENDING THE FISCAL YEAR 2017 STAFFING ORDINANCE BY RECLASSIFICATION OF A POSITION WITHIN THE WASTEWATER DEPARTMENT SUMMARY: The Wastewater Department requests to adjust its staffing by reclassifying the Wastewater Data Technician position to a Wastewater Data Technician II. PREVIOUS COUNCIL ACTION: On December 27, 2017, Ordinance No. 9079 was approved by City Council. This Ordinance provided authorized staffing for Fiscal Year 2017. BACKGROUND: The Wastewater Department requests to adjust its staffing by reclassifying the Wastewater Data Technician position to a newly created classification, Wastewater Data Technician II. The Human Resources Department performed a reclassification review of the Wastewater Data Technician position. The reclassification review found that the Wastewater Data Technician position in the Wastewater Department, performs job duties that are higher level than those described in the corresponding job description; and it was recommended that the scope and level of responsibility are in line with and are more adequately represented by a new job classification. The result of this action will be no net increase in staffing. FINANCIAL IMPLICATIONS: Funding for the reclassified position of Wastewater Data Technician II will come from the Sewer User Fund. The difference in salary for the remainder of 2017 is approximately $5,266. BOARD/COMMISSION RECOMMENDATION: The President of the Pueblo Association of Government Employees (PAGE) has signed the meet and confer agreement and executed a Memorandum of Understanding concerning this reclassification. The union is supportive of this classification change. STAKEHOLDER PROCESS: City Administration and members of the executive board of the Pueblo Association of Government Employees (PAGE) met on February 23, 2017 to discuss the proposal which was met with support from the union. ALTERNATIVES: The no action alternative would be to retain the current classification assignment, necessitating reassignment of higher level duties to other staff members within the Department. Such an alternative which would be operationally difficult as the higher-level responsibilities of this position are significant. RECOMMENDATION: Approval of the Ordinance.
