SWERDFEGER CONSTRUCTION, FOR EMERGENCY SANITARY SEWER POINT REPAIR AT 1700 PUEBLO BOULEVARD AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE THE SAME SUMMARY: This Resolution awards a construction contract to K.R. Swerdfeger Construction for emergency sanitary sewer point repair at 1700 Pueblo Boulevard. PREVIOUS COUNCIL ACTION : None BACKGROUND : On November 15, 2016, wastewater collection crew was performing routine maintenance in the 1700 block of Pueblo Boulevard., during the cleaning process the cleaning head became stuck in the pipe. It was determined that the cleaning head had gone through a hole and was stuck outside the pipe. When the main was investigated with camera, the crew noted numerous other holes and a heavy buildup of grease. The decision was made to do a point repair to retrieve the cleaning head and replace this portion of the main. The cost breakdown for the project is as follows: Sanitary Sewer Replacement-related Mobilization $800.00 Remove and Replace 8” PVC Pipe $30,240.00 Remove and Replace 48” DIA manhole $6,000.00 Bypass Pumping $27,250.00 Flowfill $4,000.00 Construction Traffic Control $3,720.36 Culvert $1,500.00 Village Inn Service $2,873.83 67% Total Sewer Cost and Percentage $76,384.19 Surface Improvements Remove and Replace 4” Asphalt on 6” Base $3,640.00 Remove and Replace 7” Reinforced Concrete $3,312.00 Remove and Replace 6” Concrete $4,944.00 Remove and Replace 4” Concrete $16,044.00 Remove and Replace Curb and Gutter $575.00 Cold Weather Concrete $1,500.00 Landscape Restoration $6,390.55 33% Total Surface Improvement Cost $36,405.55 100% Subtotal: $112,789.74 FINANCIAL IMPLICATIONS : Funding for this project came from the sanitary sewer rehabilitation budget funded by the Sewer User Fund. Funding has been budgeted, appropriated and allocated to Project No. 14-067 (WWAN03). BOARD/COMMISSION RECOMMENDATION : Not applicable STAKEHOLDER PROCESS : None ALTERNATIVES : Alternative No. 1 – No Action Under this alternative, the City would not fix the holes in the pipe, thus allowing the voids to form around the main and possible back-ups and other related issues. The voids could lead to other surface damage and would make the repair more expensive in the future. Alternative No. 2 – Place the Repair on a Rehabilitation List Under this alternative, the City would make no immediate repairs to the sanitary sewer. The main would be put on a rehabilitation list and prioritized by the level of importance for future rehabilitation projects. Similar to Alternative No. 1 – The voids would continue to get worse over the course, creating more expensive repairs and the potential for other problems. RECOMMENDATION : Approval of the Resolution.
