RESOLUTION NO. 13675
A RESOLUTION AWARDING A CONSTRUCTION CONTRACT IN
THE AMOUNT OF $112,789.74 TO K,R. SWERDFEGER
CONSTRUCTION, FOR EMERGENCY SANITARY SEWER
POINT REPAIR AT 1700 PUEBLO BOULEVARD. AND
AUTHORIZING THE PURCHASING AGENT TO EXECUTE THE
SAME
WHEREAS, an emergency sanitary sewer repair was authorized by the Pueblo City
Manager in accordance with Section 1-10-5 of the Pueblo Municipal Code; and
WHEREAS, the point repair work was awarded to K.R. Swerdfeger Construction, under
the 2017-2018 multi-year point repair contract; NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
This contract is for repair of the sanitary sewer at 1700 Pueblo Boulevard. Contract
Agreement for Sanitary Sewer Repair with K.R. Swerdfeger Construction, Project No. 14-067
(WWAN03) is hereby awarded to said bidder in the amount of $112,789.74.
SECTION 2.
Funds for Project 14-067 (WWAN03) shall be from the Sewer User Fund.
SECTION 3.
The Purchasing Agent is hereby authorized to execute said contract on behalf of Pueblo,
A Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and attest the
same.
SECTION 4.
The officers and staff of the City are directed and authorized to perform any and all acts
consistent with the intent of this Resolution and the contract to effectuate the transactions
described therein.
SECTION 5.
This Resolution shall become effective immediately upon passage and approval.

SUMMARY:
This Resolution awards a construction contract to K.R. Swerdfeger Construction for emergency
sanitary sewer point repair at 1700 Pueblo Boulevard.

BACKGROUND
:
On November 15, 2016, wastewater collection crew was performing routine maintenance in the
1700 block of Pueblo Boulevard., during the cleaning process the cleaning head became stuck in
the pipe. It was determined that the cleaning head had gone through a hole and was stuck outside
the pipe. When the main was investigated with camera, the crew noted numerous other holes and
a heavy buildup of grease. The decision was made to do a point repair to retrieve the cleaning
head and replace this portion of the main.
The cost breakdown for the project is as follows:

FINANCIAL IMPLICATIONS
:
Funding for this project came from the sanitary sewer rehabilitation budget funded by the Sewer
User Fund. Funding has been budgeted, appropriated and allocated to Project No. 14-067
(WWAN03).

ALTERNATIVES
:
Alternative No. 1 – No Action
Under this alternative, the City would not fix the holes in the pipe, thus allowing the voids to form
around the main and possible back-ups and other related issues. The voids could lead to other
surface damage and would make the repair more expensive in the future.
Alternative No. 2 – Place the Repair on a Rehabilitation List
Under this alternative, the City would make no immediate repairs to the sanitary sewer. The main
would be put on a rehabilitation list and prioritized by the level of importance for future rehabilitation
projects. Similar to Alternative No. 1 – The voids would continue to get worse over the course,
creating more expensive repairs and the potential for other problems.
RECOMMENDATION
:
