HomeMy WebLinkAbout13649 RESOLUTION NO. 13649 A RESOLUTION AWARDING A CONSTRUCTION CONTRACT IN THE AMOUNT OF $17,360 TO PARKER EXCAVATING, INC., FOR EMERGENCY SANITARY SEWER POINT REPAIR AT 3722 CANTERBURY LANE AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE THE SAME WHEREAS, an emergency sanitary sewer repair was authorized by the Pueblo City Manager in accordance with Section 1-10-5 of the Pueblo Municipal Code; and WHEREAS, the point repair work was awarded to Parker Excavating, Inc., under the 2017- 2018 multi-year point repair contract; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. This contract is for repair of the sanitary sewer at 3722 Canterbury Lane Contract Agreement for Sanitary Sewer Repair with Parker Excavating, Inc., Project No. 16-043 (WWAN03) is hereby awarded to said bidder in the amount of $17,360. SECTION 2. Funds for Project 16-043 (WWAN03) shall be from the Sewer User Fund. SECTION 3. The Purchasing Agent is hereby authorized to execute said contract on behalf of Pueblo, A Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and attest the same. SECTION 4. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of this Resolution and the contract to effectuate the transactions described therein. SECTION 5. This Resolution shall become effective immediately upon passage and approval. Nawrocki and Members of City Council CC: Sam Azad, City Manager VIA: Gina Dutcher, City Clerk From: Nancy Keller, Director of Wastewater SUBJECT: A RESOLUTION AWARDING A CONSTRUCTION CONTRACT IN THE AMOUNT OF $17,360 TO PARKER EXCAVATING, INC., FOR EMERGENCY SANITARY SEWER POINT REPAIR AT 3722 CANTERBURY LANE AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE THE SAME SUMMARY: This Resolution awards a construction contract to Parker Excavating, Inc. for emergency sanitary sewer point repair at 3722 Canterbury Lane. PREVIOUS COUNCIL ACTION : None BACKGROUND : On February 7, 2017, wastewater collection crew was called out to the 3700 block of Canterbury Lane for back-ups for two individual houses. After televising the line, the crew found there to be a break in the service line. The break had caused flow outside of the main to erode the soil underneath, thus creating a major sag in the pipe next to the two services that were getting back- ups. The main would only drain in that section when the pipe was completely full. An emergency repair was issued and Parker Excavating, Inc. was the lowest bidder. The cost breakdown for the project is as follows: Sanitary Sewer Replacement-related Mobilization $550.00 Remove and Replace 8” PVC Pipe $2,060.00 Remove and Replace 48” DIA manhole $2,950.00 Reinstate Services $700.00 Traffic Control $1,200.00 Asphalt – 6” Full Depth $4,550.00 Flowfill $5,350.00 100% Subtotal: $17,360.00 FINANCIAL IMPLICATIONS : Funding for this project came from the sanitary sewer rehabilitation budget funded by the Sewer User Fund. Funding was available and had been budgeted, appropriated and allocated to Project No. 16-043 (WWAN03). BOARD/COMMISSION RECOMMENDATION : Not applicable STAKEHOLDER PROCESS : None ALTERNATIVES : Alternative No. 1 – No Action Under this alternative, the City would not fix the major sag in the pipe, thus allowing the residences to continue to have back-ups and issues. The sag would become worse and in turn affect more homes with problems. Alternative No. 2 – Place the Repair on a Rehabilitation List Under this alternative, the City would make no immediate repairs to the sanitary sewer. The main would be put on a rehabilitation list and prioritized by the level of importance for future rehabilitation projects. Similar to Alternative No. 1 – The sag would continue to get worse over the course, creating more back-ups for citizens and potential problems for other residences.
