E91701 FOR E911 SOFTWARE UPGRADE, MAINTENANCE AND SUPPORT OF THE CITY’S E911 TELEPHONE SYSTEM, AND PURCHASE AND INSTALLATION OF RADIO AND COMPUTER EQUIPMENT NECESSARY FOR THE CITY’S 911 COMMUNICATIONS CENTER, AND BUDGETING AND APPROPRIATING THE AMOUNT OF $101,880.53 THEREFORE WHEREAS, the City of Pueblo’s 911 Communications Center is in need of an Enhanced 911 (E911) software upgrade, and funding for maintenance and support with Century Link for the City’s E911 telephone system; and WHEREAS, the City of Pueblo’s 911 Communications Center is in need of an additional Motorola MCC7500 radio operator position to supplement the current configuration of six (6) radio operator positions with two (2) additional operator positions. The MCC7500 radio positions integrate with the State of Colorado’s 800 MHz Digital Trunking Radio System (DTRS) and expand the interoperable radio system capabilities for the City of Pueblo; and WHEREAS, the increase in call volume and public safety calls for service and improved personnel staffing numbers require additional dispatch radio positions to more efficiently address the public safety needs of citizens and first responders within the City of Pueblo; and WHEREAS, there are currently funds available in the E911 Telephone Charge Fund reserves for said project; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1: Project Number E91701 is hereby established. Funds in the amount of $101,880.53 are hereby appropriated from the E911 Telephone Charge Fund reserves to Project Number No. E91701 for: (i) the upgrade of E911 software; (ii) funding for maintenance and support with Century Link for the City’s E911 telephone system; (iii) funding for purchase, installation, integration and configuration of an additional Motorola MCC7500 radio operator position; (iv) electrical grounding of all radio operator positions; and (v) for the purchase of additional computer equipment in the City’s 911 Communications’ Center. SECTION 2. The officers and staff of the City are authorized and directed to take all action necessary, appropriate or required to effectuate the provisions of this Ordinance. SECTION 3. This Ordinance shall become effective immediately upon final passage and approval. PREVIOUS COUNCIL ACTION: Previous purchases from the E911 Telephone Charge Fund reserves have been approved. BACKGROUND: The City of Pueblo’s 911 Communications Center serves as the sole Public Safety Answering Point (PSAP) for the City of Pueblo and its citizens. Communication between the 911 professionals and citizens in need is accomplished through the Enhanced 911 (E911) telephone system. Communication between the 911 professionals and first responders is accomplished through integration with the State of Colorado’s 800 MHz Digital Trunking Radio System (DTRS) via the MCC7500 radio operator positions currently installed in the Communications Center. The Motorola MCC7500 is a mission critical Internet Protocol (IP) high-tier radio dispatch console system that offers seamless connectivity between the Emergency Services Dispatchers and first responders in the field. The City’s 911 Center currently operates with six (6) MCC7500 radio operator positions. Expansion will provide staffing flexibility within the Center to better address the continued increase in the volume of phone calls and calls for service experienced by the City of Pueblo’s public safety agencies, including the Pueblo Police Department and the Pueblo Fire Department. FINANCIAL IMPLICATIONS: $101,880.53 shall be appropriated from the E911 Emergency Telephone Charge Fund Reserves. STAKEHOLDER PROCESS: There is no stakeholder process required for these purchases. ALTERNATIVES: Decline the upgrade and maintenance of the City’s E911 telephone system and ability to equip an additional dispatch console hindering the Communications Center’s ability to expand and better adapt to the public safety needs of the citizens and public safety agencies within the City of Pueblo.
