RESOLUTION NO. 13640
A RESOLUTION APPROVING AN AGREEMENT FOR
PROFESSIONAL SERVICES BETWEEN PUEBLO, A MUNICIPAL
CORPORATION, AND FIRE & POLICE SELECTION, INC., A
CALIFORNIA CORPORATION, RELATING TO DEVELOPMENT,
PREPARATION AND VALIDATION OF A PHYSICAL ABILITY
TEST FOR ENTRY LEVEL POLICE PATROL OFFICERS
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The Agreement for Professional Services between Fire & Police Selection, Inc., a
California Corporation, and Pueblo, a Municipal Corporation, dated March 27, 2017, a true copy
of which is attached hereto, having been approved as to form by the City Attorney, is hereby
approved.
SECTION 2.
The President of City Council is hereby authorized to execute the Agreement on behalf of
the City of Pueblo, a Municipal Corporation, and the City Clerk shall affix the seal of the City
thereto and attest same.
SECTION 3.
Funds for the work performed under this Agreement shall be from the Police Department’s
Professional Services Budget.
SECTION 4.
The officers of the City are directed and authorized to perform any and all acts consistent
the intent of this Resolution and the attached Agreement to effectuate the policies and procedures
described therein.
SECTION 5.
This Resolution shall become effective immediately upon final passage.

TEST FOR ENTRY LEVEL POLICE PATROL OFFICERS
SUMMARY:
This Resolution approves an Agreement for Professional Services with Fire & Police Selection,
Inc., (“FPSI”) for development, preparation and validation of a department specific physical ability
test for entry level Police Patrol Officers.
PREVIOUS COUNCIL ACTION:
Not applicable to this Resolution.
BACKGROUND:
The Police Department desires to create a more extensive pre-employment physical ability test
for entry level Police Patrol Officers of City. Pursuant to the requirement of the Civil Rights Acts
of 1964 and 1991 and the Americans with Disabilities Act, such type of physical fitness test must
be scientifically validated as job related prior to use. Validation studies would normally cost
between $50,000 and $60,000. The Police Department has obtained a proposal from FPSI to
perform the validation test for $12,000 provided FPSI would be allowed to use the information
collected in validating the City’s test for purposes of providing a validated physical fitness exam
to other jurisdictions.
FINANCIAL IMPLICATIONS:
The total amount of the Agreement for Professional Services is $12,000.
BOARD/COMMISSION RECOMMENDATION:
The Pueblo Civil Service Commission approves proceeding with the agreement.
STAKEHOLDER PROCESS:
Not applicable to this Resolution.
ALTERNATIVES:
The City Council could issue an RFP for this service or choose not to proceed with a more
extensive pre-employment physical ability test for entry level Police Patrol Officers.
RECOMMENDATION:
Approval of the Resolution.
