PL1702, AND BUDGETING AND APPROPRIATING FUNDS IN THE AMOUNT OF $4,000 FOR THE PURPOSES AUTHORIZED BY THE GRANT AGREEMENT WHEREAS, the Colorado Tree Coalition (CTC) has tendered a grant award to the City of Pueblo in the amount of $2,000; and WHEREAS, acceptance of the award is in the best interest of the City; NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. The Grant Agreement, a true copy is attached hereto, having been approved as to form by the City Attorney, is hereby approved. SECTION 2. The President of City Council is hereby authorized to execute said Agreement on behalf of the City of Pueblo, a Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and attest to the same. SECTION 3. Project No. PL1702 is hereby established and $2,000 is hereby transferred from Project No. LT1202 to Project No. PL1702, and the grant amount of $2,000 is hereby deposited to Project No. PL1702. The amount of $4,000 is hereby budgeted and appropriated to said project. SECTION 4. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of the Ordinance and the attached Agreement to effectuate the transactions described therein. PREVIOUS COUNCIL ACTION: None BACKGROUND: An application for a grant from the Colorado Tree Coalition (CTC) was submitted in November 2016. The CTC notified the Parks and Recreation Department of the grant award on February 8, 2017. The application submitted was for the first phase planting of small potted and bare root trees in the City’s recently developed tree nursery. The trees purchased will be grown to a size of 3” to 5” caliper and then transplanted by park staff to parks and streetscapes throughout the community. FINANCIAL IMPLICATIONS: The City has committed a $2,000 cash-match to the CTC Grant. Funds are available in Project No. LT1202 – Ongoing Citywide Tree Planting and Replacement Project. Acceptance of the grant, as recommended, would also bind the City to the conditions of the CTC Grant Agreement. The only financial implications would be staff time with oversight of the grant. Organization Description (0 points) Please describe your organization or community. The City of Pueblo is the 10th most populous city in the state of colorado. Pueblo is locate in the southern region of Colorado at the confluence of the Arkansas River and the Fountain Creek. The City of Pueblo Parks Department Uban Forestry Division has 2 full time employees. One of the employees is an Internation Society of Arboriculture Certified Arborist who is dedicated to the care and continuing development of over ten thousand trees in our cities parks, streetscapes,river trails and right of ways. Pueblo is a designated Tree City U.S.A. Pueblo has had the distinction for the last thirty six years,the third longest tenure of any city in the state of Colorado. 2. Characteristics and Need for the Project (20 points) Describe the project. What is the purpose and desired outcome of the project?The purpose of CTC grants is to promote community forestry: proper tree selection, planting location,planting and maintenance practices: The proposed project is the first phase planting of small potted and bare root trees in our newly developed tree nursery. The trees will be grown to a size of 3" to 5" caliper and then transplanted to our parks and streetscapes with our Big John Tree Spade. The purpose of our grant is to strengthren community ties and partnerships with the City of Pueblo's Urban Forestry Program. We are working with a local non-profit organization, Tree's Please, in two ways. First,Tree's Please and the City of Pueblo are in the process of creating a City wide Tree Board. Second,The City of Pueblo Parks and Recreation is partners with Tree's Please in creating a sustanable Tree Farm. Through our Tree Farm Project,the Parks and Recreation Department's ISA Certified Arborist will work with community volunteers from Tree's Please to establish a baseline for all tree care that is in accordance with ANSI C-33,American Association of Nurserymans Standards and the ISA Best Management Practices. Community outreach through this project will improve the overall future and sustainability of Pueblo's Urban Forest by educating the public on tree selection,tree establishment and proper tree pruning. The sustainability of this project will also provide an opportunity to re-enforce the importance of proper tree care for many years to come. The emergence of the Emerald Ash Borer in Colorado has made community outreach extremely important. We will build upon the contacts made during this planting project to keep the citizens informed about what we know about EAB movement and detection,as well as measures to be taken if EAB is detected in Pueblo County. 3. Educational Opportunities of the Project (15 points) Describe the educational or interpretive opportunities presented by this project. Who is the anticipated audience? Our proposed planting project will be a platform to show the community of Pueblo,Colorado what sustainable Urban Forestry looks like. We work with Volunteers from the CSU Extension Master Gardner Program and Pueblo's Urban Forestry Team is able to share our knowledge of Urban Forestry Best Management Practices. The CSU Extension Master Gardner Program is able to contact a large, diverse group of people in our community. Through this vector, we are able to educate the community on important aspects of Community and Urban Forestry. One such aspect is the Emerald Ash Borer and how it affects them and our Urban Forest.The proposed project will provide an opportunity to educate the public on the City of Pueblo Parks and Recreations Emerald Ash Borer Policy and Testing Procedures. We will also update the public on the movement of EAB and when treatment options need to be implemented. Our intended audience is all who are interested in trees and all who may have questions or concerns about trees. 4. Volunteer and Community Involvement in the Project (10 points) List other agencies,corporations,homeowner associations, volunteers,businesses or groups who are participating in or donating to the project. Describe how they are assisting. Sherie Caffey, Horticuture Coordinator from The Colorado State University Extention Office -Pueblo County and her Master Gardener Group will assist our project in planting and caring for the trees that will be planted in our our tree nursery and will also provide us with further technical assistance. Gene Latka and her"Trees Please" 2017 CTC Grant Application Page 3 of 4 Group which consist of 35 volunteers will assist our project in the planting of the trees in our new tree nursery and they will also assist in the future care of the trees that are planted in the our proposed tree nursery. The City of Pueblo Parks and Recreation Volunteer Coordinator will recruit at the minimum 5 volunteers and they also will assist with our project by planting and caring for the new trees that will be planted in oun new tree nursery. 5. Publicity and Public Relations for the Project (10 points) How will the project be publicized and documented? How will the Colorado Tree Coalition be acknowledged? We will send out a news release through our marketing division explaining the planting project to all local news and media outlets. We will also explain to all our volunteers and everyone else involved the role the Colorado Tree Coalition plays in this project as well as past projects we have done together. 6. Colorado Tree Coalition Involvement (5 points) Briefly describe your involvement in a Colorado Tree Coalition chapter and/or the statewide organization. Are you or your organization a member of the Colorado Tree Coalition? The City of Pueblo is a member of the Colorado Tree Coalition. We have been involved for many years. The City of Pueblo has participated in the Notable Tree Program. The Parks Dept. Certified Arborist has measured and certified local champion trees. We have also been involved with the CTC Grant program and have been able to complete many great planting projects. 7. Design and Plan of the Project (10 points) Attach a plan, 3-year maintenance specifications, planting specifications, plant lists, or sample educational products appropriate to your project. Community Commitment for the Project (10 points) What will this project do to establish long-term commitment to trees in your community (i.e.the creation of a tree board, establishment of regular funding,etc.) The City of Pueblo's proposed Planting Project is the first step in creating a Parks Dept. Nursery. We have irrigation at the site. The land is owned by the City of Pueblo and is not slated for any other use. We have plans to plant small trees every year at our new nursery, and then transplant the larger,4"-5" caliper trees to our parks and streetscapes. Trees grown in our nursery for 4 to 6 years will have a much higher success rate once they are transplanted.The proposed planting project will provide a diverse supply of large acclimated trees ready to transplant with our tree spade. This proposed planting project is an investmant in a sustainable Urban Forestry Program. We are 100%committed to trees in our community. Attach appropriate materials as needed. Thanks to on-going financial and administrative support from the USDA Forest Service and the Colorado State Forest Service, dues-paying members, and financial partners, the Colorado Tree Coalition has awarded 501 grants totaling nearly $ $844,000 since 1991.
