RESOLUTION NO. 13639
A RESOLUTION AUTHORIZING PAYMENT FROM THE
COUNCIL CONTINGENCIES ACCOUNT IN THE 2017
GENERAL FUND BUDGET TO LA GENTE YOUTH SPORTS
IN THE AMOUNT OF $20,000 TO SPONSOR YOUTH
SPORTS PROGRAMS
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
Payment in the amount of $20,000 from the Council Contingencies Account in the
2017 General Fund Budget is authorized to be paid to La Gente Youth Sports for
assistance with equipment and uniforms for participating youth and program promotion.
Any payment shall be administered by the Parks and Recreation Department through a
program approved by the City Manager
SECTION 2.
The officers and staff of the City are directed and authorized to perform any and
all acts consistent with the intent of this Resolution to effectuate the policies and
procedures described herein.
SECTION 3.
This Resolution shall become effective upon passage and approval.

SUMMARY:
Attached for consideration is a letter requesting funds for assistance in providing youth
sports programs.
PREVIOUS COUNCIL ACTION:
Funds in the amount of $250 were contributed in 2014 from City Council contingencies to
th
sponsor the La Gente 40 Anniversary Fundraising Dance.
BACKGROUND:
City Council Member Ray Aguilera is requesting $20,000 for sponsorship of youth sports
opportunities for the low-to moderate-income population. Funds would be used to
increase promotional outreach of the program and provide equipment and uniforms for
the participating youth.
FINANCIAL IMPLICATIONS:
Funds in the amount of $20,000 would be paid from the Council Contingencies Account
in the 2017 General Fund Budget to La Gente Youth Sports.

Not Applicable.
STAKEHOLDER PROCESS:
Not Applicable.
ALTERNATIVES:
City Council could choose not to support this funding.
RECOMMENDATION:

Dear President Nawrocki and Fellow Council Members,
La Gente Youth Sports, Inc "La Gente" is a 501(c)(3) nonprofit organization with over forty
years of history in providing sports, family& youth development, and health& wellness
opportunities to low-to moderate-income youth in Pueblo, Colorado. Established in 1976, La
Gente began its mission of serving underprivileged youth by providing wrestling and boxing to
kids in the Eastwood Heights neighborhood, a socially secluded and dilapidated community on
Pueblo's most Eastern edge. What started as a local cause to give underserved kids a chance to
play sports, grew to offer a variety of sports, events and programs which now serves over 1,000
youth each year throughout Pueblo.
The Organization is governed by a 9-member Board of Directors, which consist of individuals
representing local human service agencies, youth-centered programs, educational entities, local
businesses, corporate companies and families. Board Members not only participate in planning
and policy development for La Gente, they are actively involved in fund raising, outreach, and
program implementation.
La Gente Youth Sports relies heavily on a well-established and organized army of volunteers.
The services provided by volunteers often require specialized skills and would otherwise be
purchased by La Gente. In 2016 over 222 individuals and families provided nearly 14,208 hours
of volunteer service. Using the national standard of$21.75 per hour, it is estimated that the fair
market value of these hours of service are approximately $309,024.
The Organization has established a unique reputation as a champion for needy kids by providing
access to low cost, high quality programs in Pueblo. La Gente addresses financial and social
barriers experienced by low-income families related to participation in organized sports. The
Organization provides scholarships to families to cover registration and participation fees. In
addition to the direct financial assistance to youth, The Organization provides the necessary
equipment to participate in a number of organized sports programs. The equipment is purchased
and maintained by La Gente and loaned to youth participants and coaches. Therefore, it benefits
youth for years to come.

Studies show that there is a significant difference in academic performance between athletes and
those that don't participate in athletics. Areas impacted by extracurricular sports are: Grade
Point Averages (GPA), attendance rate, testing, discipline (referrals), dropout rates, and
graduation rates.
Participation in extracurricular activities is one of few alternatives/interventions that equally
benefit low-status, disadvantaged students as compared to the more advantaged peers.
Additionally, students who participate in more vigorous sports show better math, science,
English and social studies scores. Furthermore, young adults who participated in sports are more
likely to engage in volunteering, voting, public speaking and current events compared to those
who did not participate in sports.
Physical activities among youth are drastically diminishing and obesity is growing. Schools are
reforming to work with shrinking budgets and physical education opportunities are being
eliminated. In addition, with advances in technology, such as video games and internet, kids are
less likely to engage in physical activity or"play" outside. Furthermore, youth are loosing social
skills because of the reliance of social networking and texting. Extracurricular sports activities
are the only alternative.
Sports programs are also an alternative to negative influences such as gangs, drugs and crime.
Youth that are successful in sports programs are less likely to associate with gangs and
experiment with drugs. In addition, those youth that participate in sports are more likely to have
a good work ethic and are more disciplined; thus, are less likely to be late to work.
La Gente Youth Sports, Inc is requesting the financial support of the City of Pueblo in the
amount of$20,000 to continue to provide sports opportunities to the low-to moderate-income
population. The contribution will be used to directly impact the youth in programs by
purchasing equipment and uniforms. In addition, it will be utilized for outreach and retention of
participants via marketing and scholarship programs. It is the vision of La Gente Youth Sports
that one day"recreational" sports programs are free to ALL youth within Pueblo as an
alternative to negative influences. With future help from the City and County of Pueblo, the
vision can one day become a reality.
