(SEH) FOR PROFESSIONAL ENGINEERING SERVICES IN THE AMOUNT OF $896,719.25 RELATING TO THE REHABILITATION OF RUNWAY 17/35 AT THE PUEBLO MEMORIAL AIRPORT AND AUTHORIZING THE PRESIDENT OF CITY COUNCIL TO EXECUTE SAME BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. A certain Agreement for Professional Engineering Services, a copy of which is attached hereto and made part thereof by reference, by and between the City of Pueblo, a Municipal Corporation, and Short Elliott Hendrickson Inc. (SEH) for the rehabilitation of Runway 17/35 at the Pueblo Memorial Airport, after having been approved as to form by the City Attorney, is hereby approved. The City’s performance under the attached Agreement is contingent upon the approval of the following two pending grant applications to rehabilitate Runway 17/35 at Pueblo Memorial Airport:  Federal Aviation Administration for $6,000,000  Colorado Aeronautics Board for 2.5% of the project’s cost, up to $150,000 SECTION 2. The President of City Council is hereby authorized to execute the Agreement on behalf of Pueblo, a Municipal Corporation, and the City Clerk shall affix the Seal of the City thereto and attest same. SECTION 3. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of this Resolution and the attached Agreement to effectuate the transactions described therein. SECTION 4. This Resolution shall become effective immediately upon final passage and approval. (SEH) FOR PROFESSIONAL ENGINEERING SERVICES IN THE AMOUNT OF $896,719.25 RELATING TO THE REHABILITATION OF RUNWAY 17/35 AT THE PUEBLO MEMORIAL AIRPORT AND AUTHORIZING THE PRESIDENT OF CITY COUNCIL TO EXECUTE SAME SUMMARY: This Resolution approves an Agreement for Professional Engineering Services with Short Elliott Hendrickson Inc. (SEH) for the rehabilitation of Runway 17/35 at Pueblo Memorial Airport. PREVIOUS COUNCIL ACTION: City Council approved a Contract with SEH on April 9, 2012 under Resolution No. 12361 to provide engineering services to the Pueblo Memorial Airport. BACKGROUND The existing pavement on the northern half of Runway 17/35 was applied in the early 1980s and has begun to deteriorate and produce debris which is a hazard to aircraft. The southern 3,310 feet of the runway has been rehabilitated in the last few years in conjunction with other projects. This project will rehabilitate the northern 5,000 feet of the runway as well as install a new airfield lighting system on the entire runway to replace the current system that is over 20 years old. Storm drain improvements to the existing system where damage has occurred will be performed as well. The FAA is requiring a Resolution approving the Agreement for Professional Engineering Services be completed and submitted with the Application for Federal Assistance. In accordance with FAA requirements, staff conducted an Independent Fee Estimate of this cost. Leverington and Associates estimate of the scope of work came within 0.5% of SEH’s proposal and was deemed acceptable by the Federal Aviation Administration. FINANCIAL IMPLICATIONS: The total amount of the engineering services for this project is $896,719.25. If the Federal grant is offered and accepted, the federal share will be $851,883.28. If the State grant is offered and accepted, the State’s share will be $21,297.08. The City’s match will be $23,538.88. Funding is contingent upon the Federal and State grants being offered and accepted. BOARD/COMMISSION RECOMMENDATION: Not applicable. STAKEHOLDER PROCESS: Not applicable. ALTERNATIVES: If the runway is not repaired, it will become unusable and will need to be closed. RECOMMENDATION It is the recommendation of the Aviation Department that the Agreement for Professional Engineering Services be approved.
