HomeMy WebLinkAbout13633 RESOLUTION NO. 13633 A RESOLUTION AUTHORIZING THE FILING OF AN APPLICATION FOR A COLORADO AVIATION GRANT BY THE CITY OF PUEBLO, A MUNICIPAL CORPORATION, FROM THE COLORADO AERONAUTICS BOARD AND THE DIVISION OF AERONAUTICS TO REHABILITATE RUNWAY 17/35 AT PUEBLO MEMORIAL AIRPORT AND AUTHORIZING THE DIRECTOR OF AVIATION TO SUBMIT THE APPLICATION ON BEHALF OF THE CITY OF PUEBLO BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. The application for a Colorado Aviation Grant, including all understandings and assurances contained therein, to rehabilitate Runway 17/35 at Pueblo Memorial Airport, a copy of which is attached hereto, is hereby approved and authorized to be filed with the Colorado Aeronautical Board and the Division of Aeronautics. SECTION 2. The Director of Aviation is hereby authorized to submit the grant application on behalf of the City of Pueblo. SECTION 3. The officers of the City are directed and authorized to perform any and all acts consistent with the intent of this Resolution and the attached instruments to effectuate the transactions described therein. SECTION 4. The Resolution shall become effective immediately upon passage and approval. Nawrocki and Members of City Council CC: Sam Azad, City Manager VIA: Gina Dutcher, City Clerk FROM: Ian Turner, Director of Aviation SUBJECT: A RESOLUTION AUTHORIZING THE FILING OF AN APPLICATION FOR A COLORADO AVIATION GRANT BY THE CITY OF PUEBLO, A MUNICIPAL CORPORATION, FROM THE COLORADO AERONAUTICS BOARD AND THE DIVISION OF AERONAUTICS TO REHABILITATE RUNWAY 17/35 AT PUEBLO MEMORIAL AIRPORT AND AUTHORIZING THE DIRECTOR OF AVIATION TO SUBMIT THE APPLICATION ON BEHALF OF THE CITY OF PUEBLO SUMMARY: This Resolution will authorize the filing of an application for a Colorado Aviation Grant to rehabilitate Runway 17/35 at Pueblo Memorial Airport. PREVIOUS COUNCIL ACTION: None. BACKGROUND The existing pavement on the northern half of Runway 17/35 was applied in the early 1980s and has begun to deteriorate and produce debris which is a hazard to aircraft. The southern 3,310 feet of the runway has been rehabilitated in the last few years in conjunction with other projects. This project will rehabilitate the northern 5,000 feet of the runway as well as install a new airfield lighting system on the entire runway to replace the current system that is over 20 years old. Storm drain improvements to the existing system where damage has occurred over time will be performed as well. The State grant application is now submitted electronically on the Division of Aeronautics internet system. Therefore, we are requesting that City Council give the Director of Aviation the authorization to submit the grant application on behalf of the City of Pueblo. FINANCIAL IMPLICATIONS: The total project is estimated at $6,315,789.47. With the approval of City Council, an application for federal assistance will be submitted for $6,000,000.00. This grant application will be for 2.5% of the project cost, up to $150,000.00. This grant is contingent upon the federal grant being offered and accepted. The City's local match is estimated to be $165,789.47. Matching funds are available in the 542 PFC Fund which contains PFC funds previously reimbursed to the City for past AIP projects. BOARD/COMMISSION RECOMMENDATION: Not applicable. STAKEHOLDER PROCESS: Not applicable. ALTERNATIVES: If the runway is not repaired, the pavement surface will degrade to the point it is no longer useable. Eventually, it would need to be closed due to safety. The airfield lighting system is already at the point where parts are not obtainable. If not replaced the runway lighting system would have to be abandoned, and the runway used only during daylight hours. RECOMMENDATION It is the recommendation of the Aviation Department that the request to submit a Colorado Aviation Grant application be approved. Item 2:Airfield Lighting System The existing Airfield Lighting System on the entire length of Runway 17/35 is obsolete.Airport staff struggle to find replacement parts for 20+year old system. Item 3:Taxiway C5 Relocation Taxiway C5 does not meet current design standards.Primarily,it does not intersect Runway 17/35 at the Runway 17 threshold as is the current FAA design standard. Project Definition: Item 1:Rehabilitate Runway 17/35 and Lighting System The Porous Friction Course will be milled off and replaced with an asphalt overlay of the northern 5,000 feet.Runway slopes will be adjusted to meet new FAA design standards.Shoulders and safety areas for the Runway and Taxiway will be graded to correct any deficiencies encountered.The new asphalt surface will be grooved and the entire 8,310 feet of Runway 17/35 will receive new markings. The existing airfield storm drainage collection system serving Runway 17/35 will be surveyed utilizing video documentation for the portion of the storm drainage system beneath the runway pavements and within the safety areas.This survey will determine if they need to be rehabilitated as part of this work. Item 2:Airfield Lighting System Existing Airfield lighting and NAVAIDs will be removed.The Medium Intensity Runway Lights(MIRL),Runway End Identifier Lights (REILS),threshold lights,Runway Distance Remaining Signs(RDRs),Airfield Guidance Signs,a new runway regulator,and the replacement of the Runway 17 PAPI and associated lighted windsock will be replaced.The Runway 35 PAPI was replaced under an earlier project.If funds are available,the antiquated Airfield Lighting Control System will be replaced under this project. Item 3:Taxiway C5 Relocation: Taxiway C5 will be removed and a complete reconstruction at the end of Runway 17/35 will be made at the Runway 17 Threshold.
