INTRODUCED March 13, 2017 BY: Ed Brown City Clerk’s Office Item # M-2 Background Paper for Proposed Resolution COUNCIL MEETING DATE: March 13, 2017 TO: President Stephen G. Nawrocki and Members of City Council CC: Sam Azad, City Manager VIA: Gina Dutcher, City Clerk From: Nancy Keller, Director of Wastewater Department SUBJECT: A RESOLUTION AWARDING A CONSTRUCTION CONTRACT IN THE AMOUNT OF $6,267.25 TO PARKER EXCAVATING INC., FOR EMERGENCY SANITARY SEWER POINT REPAIR AT 4040 HILLSIDE DRIVE AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE THE SAME SUMMARY: This resolution awards a construction contract to Parker Excavating Inc. for emergency sanitary sewer point repair at 4040 Hillside Drive. PREVIOUS COUNCIL ACTION : None BACKGROUND : On January 22, 2017, while televising the sewer main at 4040 Hillside Drive, the camera became stuck. After several unsuccessful attempts to retrieve the camera it was determined that an emergency point repair was required to retrieve the camera and repair the hole in the main. The cost breakdown for the project is as follows: Sanitary Sewer Replacement-related Remove and Replace 8” PVC Pipe $1,430.00 Extra Lean Conc. (FlowFill) $1,316.25 Reinstate Services $250.00 Mobilization $700.00 Remove Camera $1,050.00 Traffic Control $450.00 83% Subtotal: $5,196.25 Surface Improvement-related Asphalt Patch 6” Full Depth $1,071.00 Subtotal: $1,071.00 17% TOTAL: $6,267.25 FINANCIAL IMPLICATIONS : Funding for this project came from the sanitary sewer rehabilitation budget funded by the Sewer User Fund. Funding was available and had been budgeted, appropriated and allocated to Project No. 16-043 (WWAN03). BOARD/COMMISSION RECOMMENDATION : Not applicable STAKEHOLDER PROCESS : None ALTERNATIVES : Alternative No. 1 – No Action Under this alternative, the City would make no improvements to the existing sanitary system and the camera would remain stuck and eventually cause a blockage. This could lead to sewage backing up into residents’ homes. With the existing condition of the main, likelihood of a pipe failure will increase. Failure of the sanitary sewer main could cause a failure of the surface alley, leading to much more difficult and costly repairs for both the main and surface street. Alternative No. 2 – Place the Repair on a Rehabilitation List Under this alternative, the City would make no immediate repairs to the sanitary sewer. The main would be put on a rehabilitation list and prioritized by the level of importance for future rehabilitation projects. In addition, like Alternative No. 1 – No Action, the camera would cause a blockage. This could lead to sewage backing up into residents’ homes. With the existing condition of the main, likelihood of a pipe failure will increase. Failure of the sanitary sewer main could cause failure of the surface street, leading to much more difficult and costly repairs for both the sewer main and surface street. RECOMMENDATION : Approval of the Resolution.
