RESOLUTION NO. 13626
A RESOLUTION AWARDING A CONSTRUCTION CONTRACT IN
THE AMOUNT OF $151,158.87 TO SWERDFEGER
CONSTRUCTION INC., FOR EMERGENCY REPAIR OF THE
HEATING LOOP AT THE JAMES R. DILORIO WATER
RECLAMATION FACILITY AND AUTHORIZING THE
PURCHASING AGENT TO EXECUTE THE SAME
WHEREAS, an emergency repair was authorized by the Pueblo City Manager in
accordance with Section 1-10-5 of the Pueblo Municipal Code; and
WHEREAS, the work was awarded to Swerdfeger Construction Inc.; NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
This is for repair of the heating loop at the Water Reclamation Facility. The Agreement for
the Emergency Repair with Swerdfeger Construction Inc., Project No. WWAN04 is hereby
awarded to said bidder in the amount of $151,158.87.
SECTION 2.
Funds for Project WWAN04 shall be from the Sewer User Fund.
SECTION 3.
The Purchasing Agent is hereby authorized to execute said contract on behalf of Pueblo,
A Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and attest the
same.
SECTION 4.
The officers and staff of the City are directed and authorized to perform any and all acts
consistent with the intent of this Resolution and the contract to effectuate the transactions
described therein.
SECTION 5.
This Resolution shall become effective immediately upon passage and approval.

SUMMARY:
This Resolution awards a construction contract to Swerdfeger Construction Inc. for the
emergency repair of the heating loop at the James R. Dilorio Water Reclamation Facility.

BACKGROUND
:
The Water Reclamation Facility has digesters that must be continuously heated to
maintain the proper temperature for treatment. A hot water heating loop delivers the hot
water to the digesters to heat the sludge, as well as providing water to heat numerous
buildings. It was discovered that two sections of the heating loop had significant leaks
that were difficult to locate due to insulation wrapping on a specialty pipe. Because of
their immediate availability and familiarity with the specialty pipe, Swerdfeger
Construction was hired to replace several sections of the old RFP (fiber reinforced plastic)
fiberglass lines.
FINANCIAL IMPLICATIONS
:
Funding was available and had been budgeted, appropriated and allocated to Project No.
WWAN04 for Water Reclamation Facility rehabilitation.

ALTERNATIVES
:
Alternative No. 1 – No Action
Under this alternative, the City would not make improvements to the heating loop. With
the heating loop still leaking and not working properly the digester treatment would have
been jeopardized and potentially could become an exponential problem as the leak
increased.
Alternative No. 2 – Place the Repair on a Rehabilitation List
Under this alternative, the City would not make immediate repairs to the heating loop. The
heating loop repair would have been budgeted for the following year, thus, making it
impossible to maintain digester treatment, causing the biosolids not to meet regulatory
requirements and allowing all the plumbing in several buildings to freeze throughout the
winter creating a vast amount of other issues that would have been more expensive to
repair in the long run.
RECOMMENDATION
:
Approval of the Resolution.
