HomeMy WebLinkAbout13624RESOLUTION NO. 13624 A RESOLUTION APPROVING AN AGREEMENT FOR PROFESSIONAL ARCHITECTURAL SERVICES BETWEEN PUEBLO, A MUNICIPAL CORPORATION, AND HORD COPLAN MACHT ARCHITECTS, IN THE AMOUNT OF $30,420 RELATING TO THE HOSE CO NO. 3 FIRE MUSEUM PROJECT AND AUTHORIZING THE PRESIDENT OF CITY COUNCIL TO EXECUTE SAME WHEREAS, Hord Coplan Macht Architects, have been selected to provide professional services for the Hose Co. No. 3 Fire Museum Project; BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. The Agreement for Professional Architectural Services dated February 27, 2017, between the City of Pueblo, a Municipal Corporation, and Hord Coplan Macht Architects of which a copy is attached hereto and on file at the office of the City Clerk, having been approved as to form by the City Attorney, is hereby approved. SECTION 2. The President of the City Council is hereby authorized to execute and deliver said Agreement on behalf of the City of Pueblo, a Municipal Corporation, and the City Clerk shall affix the Seal of the City thereto and attest same. SECTION 3. Funds in the amount of $30,420 for said professional services shall be paid from Capital Project PL1605. SECTION 4. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of the Resolution and Contract to effectuate the policies and procedures described therein. SECTION 5. This Resolution shall become effective immediately upon final passage and approval. Nawrocki and Members of City Council CC: Sam Azad, City Manager VIA: Gina Dutcher, City Clerk FROM: Steven Meier, Director of Planning and Community Development SUBJECT: A RESOLUTION APPROVING AN AGREEMENT FOR PROFESSIONAL ARCHITECTURAL SERVICES BETWEEN PUEBLO, A MUNICIPAL CORPORATION, AND HORD COPLAN MACHT ARCHITECTS, IN THE AMOUNT OF $30,420 RELATING TO THE HOSE CO NO. 3 FIRE MUSEUM PROJECT AND AUTHORIZING THE PRESIDENT OF CITY COUNCIL TO EXECUTE SAME SUMMARY: Hord Coplan Macht Architects from Denver, Colorado, has been selected through a RFQ process with the City of Pueblo. HCM Architects were found to be the most responsive and lowest bidder to perform the professional services for the Hose Co. No. 3 Fire Museum Project. PREVIOUS COUNCIL ACTION: The Pueblo City Council approved Contract 2017-M1-011 with the State Historical Fund for the Project per Ordinance No. 9041 on September 12, 2016. The Contract was in the amount of $35,420 in which $26,210 was from the SHF and $9,210 was from the Pueblo Fire Museum. $30,420 is budgeted for architectural services and $5,000 is budgeted for emergency rehabilitation work to the façade. All funds have been secured in Project No. PL1605. BACKGROUND: The Project consists of the production of plans and specifications to perform the rehabilitation of the exterior of the Hose Company No. 3. The rehabilitation of the exterior facades was identified as the number one priority in the Historical Structural Assessment in 2007. The building at 116 Broadway Avenue was built in 1889 and served as Fire Station No. 3 for the Pueblo Fire Department from March 19, 1895 until its last alarm on March 9, 1979. The City of Pueblo owns the building and is used as the Fire Museum operated by the Pueblo Firefighters Historical Society (a 501(c)3 entity) since 2001. The purpose of the museum is to preserve and display the history, heritage and artifacts of the Pueblo Fire Department and the firefighters of Pueblo. FINANCIAL IMPLICATIONS: Funds in the amount of $30,420 shall be paid from Capital Project No. PL1605. BOARD/COMMISSION RECOMMENDATION: The Pueblo Historic Preservation Commission recommended the submittal of the application for funding. STAKEHOLDER PROCESS: The Hose Co. No. 3 Fire Museum Committee was formed in 2016 and is comprised of the Pueblo Fire Fighters Historical Society and the City of Pueblo. ALTERNATIVES: Denial of this Resolution will result in cancellation of the Project. RECOMMENDATION: Approve the Resolution.
