RESOLUTION NO. 13614
A RESOLUTION ESTABLISHING POLICIES FOR CITY BOARDS,
COMMISSIONS, COMMITTEES AND ADVISORY BOARDS AND
SETTING TERM LIMITS
WHEREAS, maximizing public participation in government effectuates fundamental
principles of democracy; and
WHEREAS, the residents of Pueblo have a strong commitment to participating in their
local government; and
WHEREAS, the City’s numerous boards, commissions, committees and advisory boards
facilitate public participation in government and thereby ensure representation of diverse
viewpoints, perspectives and interests; and
WHEREAS, the City Council desires to establish term limits and other policies in relation
to participation in City boards, commissions, committees and advisory boards and the conduct of
boards, commissions, committees and advisory board meetings; and
WHEREAS, the City Council intends such policies to both maximize opportunities for
participation in City government and provide the flexibility necessary to ensure that boards,
commissions, committees and advisory boards have the expertise and qualifications necessary
to discharge their duties; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1:
The following definitions and policies shall apply to City boards, commissions, committees
and advisory boards, including Fire Board of Appeals, Zoning Board of Appeals, Board of
Elections, Board of Health, El Centro Del Quinto Sol Recreation Center Board of Directors,
Fountain Creek Watershed Flood Control and Greenway District Governing Board, Pueblo
Municipal Golf Courses Enterprise Advisory Committee, Historic Arkansas Riverwalk of Pueblo
Board of Directors, Historic Arkansas Riverwalk of Pueblo Foundation Board of Directors, Historic
Preservation Commission, Honor Farm Enterprise Citizens Advisory Board, Housing Authority of
the City of Pueblo, Human Relations Commission, Liquor and Beer Licensing Board, Retail and
Medical Marijuana Licensing Authority, Planning and Zoning Commission, Pueblo Conservancy
District, Pueblo Depot Activity Authority Board of Directors, Pueblo Economic Development
Corporation, Pueblo Memorial Airport Advisory Committee, Pueblo Regional Commission, Pueblo
Streetscape Advisory Committee, Pueblo Urban Renewal Authority, and the Sangre De Cristo
Arts and Conference Center Board of Trustees.
SECTION 2:
The length of term for each Council-appointed board shall be set at two consecutive full
terms. A “full” term is defined as serving half or more of a term, regardless of the duration of the
term.. A partial term is defined as serving less than half of a term, regardless of the duration of
the term.. Serving a partial term shall not be counted as part of a consecutive term limit.
SECTION 3:
After serving two consecutive terms, an incumbent applicant may not serve again on the
same board or commission until a subsequent full term has transpired, unless the City Council
determines that there are no new applicants who are suitable and qualified..
SECTION 4:
The Rules and Order and the Procedures for the Council appointed members to the
boards, commissions, committees and advisory boards meetings, as it may be amended from
time to time, is hereby incorporated and made a part of policies to serve as a general guideline
for the conduct of meetings of the City Council appointed boards, commissions, committees and
advisory boards which have not adopted their own rules or bylaws.
SECTION 5:
The officers and staff of the City are directed and authorized to perform any and all acts
consistent with the intent of this Resolution to implement the policies and procedures described
herein.
SECTION 6.
This Resolution shall become effective upon passage and approval.

This Resolution adopts policies and procedures and implements term limits for various City
Council appointed boards, commissions, committees and advisory boards.

The implementation of term limits will maximize public participation in local government.
