HomeMy WebLinkAbout13596RESOLUTION NO. 13596 A RESOLUTION AWARDING A CONSTRUCTION CONTRACT IN THE AMOUNT OF $39,069.62 TO K.R. SWERDFEGER CONSTRUCTION, INC. FOR EMERGENCY SANITARY SEWER POINT REPAIR AT CENTRAL HIGH SCHOOL AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE THE SAME WHEREAS, an emergency sanitary sewer repair was authorized by the Pueblo City Manager in accordance with Section 1-10-5 of the Pueblo Municipal Code; and WHEREAS, the point repair work was awarded to K.R. Swerdfeger Construction, Inc. under the 2015-2016 multi-year point repair contract; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. This contract is for repair of the sanitary sewer at Central High School Contract Agreement for Sanitary Sewer Repair with K.R. Swerdfeger Construction, Inc. Project No. 14-067 (WWAN03) is hereby awarded to said bidder in the amount of $39,069.62. SECTION 2. Funds for Project 14-067 (WWAN03) shall be from the Sewer User Fund. SECTION 3. The Purchasing Agent is hereby authorized to execute said contract on behalf of Pueblo, A Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and attest the same. SECTION 4. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of this Resolution and the contract to effectuate the transactions described therein. SECTION 5. This Resolution shall become effective immediately upon passage and approval. SWERDFEGER CONSTRUCTION, INC. FOR EMERGENCY SANITARY SEWER POINT REPAIR AT CENTRAL HIGH SCHOOL AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE THE SAME SUMMARY: This Resolution awards a construction contract to K.R. Swerdfeger Construction for emergency sanitary sewer point repair at Central High School. PREVIOUS COUNCIL ACTION : None BACKGROUND : During routine maintenance, the Collection Crew was unable to get through the sewer main that is located under Central High School. After several attempts, a crew was sent out to try and televise the main. The main was constructed of ductile iron and was badly corroded. The decision was made to replace 8 feet of the main and a manhole. The main has since been cleaned and is on a list to be lined to ensure the problem doesn’t arise in the future. The cost breakdown for the project is as follows: Sanitary Sewer Replacement-related Remove and Replace 8” PVC Pipe $960.00 Remove and Replace 48 Inch Dia. Manhole $3,000.00 Mobilization $800.00 82% Subtotal: $4,760.00 Surface Improvement-related Remove and Replace 4” $1,050.00 18% Subtotal: $1,050.00 TOTAL: $23,635.41 FINANCIAL IMPLICATIONS : Funding for this project came from the sanitary sewer rehabilitation budget funded by the Sewer User Fund. Funding was available and had been budgeted, appropriated and allocated to Project No. 16-043 (WWAN03). BOARD/COMMISSION RECOMMENDATION : Not applicable STAKEHOLDER PROCESS : None ALTERNATIVES : Alternative No. 1 – No Action Under this alternative, the City would make no improvements to the existing sanitary system and the main would further corrode and would eventually cause a blockage. This could lead to sewage backing up into Central High School. With the existing condition of the main likelihood of a pipe failure will increase. Failure of the sanitary sewer main could cause damage to Central High School, leading to much more difficult and costly repairs for both the main and to Central High School. Alternative No. 2 – Place the Repair on a Rehabilitation List Under this alternative, the City would make no immediate repairs to the sanitary sewer. The main would be put on a rehabilitation list and prioritized by the level of importance for future rehabilitation projects. In addition, as in Alternative No. 1, the main would continue to corrode and cause a blockage. This could lead to sewage backing up into Central High School. With the existing condition of the main likelihood of a pipe failure will increase. Failure of the sanitary sewer main could cause damage to Central High School, leading tomuch more difficult and costly repairs for both the sewer main and Central High School. RECOMMENDATION : Approval of the Resolution.
