FOR ENGINEERING th SERVICES FOR PROJECT NO. 16-035A DESIGN OF NEW 29 STREET STORMWATER PUMP STATION AND APPROVING THE TRANSFER OF $95,923 FROM PROJECT SW9999 – th PROJECTS TO BE DETERMINED TO PROJECT SW1604 - 29 STREET STORMWATER PUMP STATION th WHEREAS, the City of Pueblo maintains the Stormwater Pump Station on 29 Street within the City limits; and th WHEREAS, the pump station near the intersection of 29 Street and I-25 needs to be redesigned and replaced; and WHEREAS, competitive bids for engineering services for the Project No. 16-035A th (SW1604) Design of New 29 Street Stormwater Pump Station have been received and examined; and WHEREAS, the proposal of Drexel, Barrell & Co. of Colorado Springs, Colorado was the lowest of those bids determined to be responsive; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. th This Agreement for engineering services on the 29 Street Stormwater Pump Station th near the intersection of 29 Street and I-25 with Drexel, Barrell & Co. Project No. 16-035A (SW1604) is hereby awarded to said bidder in the amount of $95,450. SECTION 2. th Funds in the amount of $95,923 are hereby transferred to SW1604 – 29 Street Stormwater Pump Station from SW9999 – Projects to be Determined. SECTION 3. Funds for payment for professional services under said Agreement in an amount not to exceed $95,450 shall be paid from funds that have been budgeted and appropriated in the City’s 2016 Budget from the Stormwater Enterprise Fund. SECTION 4. The Purchasing Agent is hereby authorized to execute said contract on behalf of Pueblo, A Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and attest the same. SECTION 5. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of this Resolution and the attached agreement to effectuate the transactions described therein. SECTION 6. This Resolution shall become effective immediately upon passage and approval. FOR ENGINEERING SERVICES FOR PROJECT NO. 16-035A DESIGN th OF NEW 29 STREET STORMWATER PUMP STATION AND APPROVING THE TRANSFER OF $95,923 FROM PROJECT SW9999 – PROJECTS TO BE th DETERMINED TO PROJECT SW1604 - 29 STREET STORMWATER PUMP STATION SUMMARY: This Resolution approves an agreement between the City and Drexel, Barrell & Co., for th engineering services for the design of a Stormwater pump station at 29 Street and I-25. PREVIOUS COUNCIL ACTION : None. BACKGROUND : The Stormwater Utility Enterprise is responsible for the maintenance of the Stormwater pump th station located under a railroad overpass, east of the I-25 and 29 Street intersection. This is a major roadway with much use. In addition, the area is a low spot having the tendency to . accumulate large amounts of run-off from rain storms and snow melt at times several feet deep The purpose of the pump station is to pump the run-off out of the roadway and into the storm drain system. The current pump station is approximately 35 years old, and in the past few years has failed numerous times during storms, causing dangerous flooding conditions to vehicles and passengers. It has been repaired numerous times, and at this time it has been determined that engineering services would be required to design a new pump station at this location. Following procurement procedures, bids were solicited and Drexel, Barrell & Company is the apparent low bid at $95,450. Attached is the Bid Summary. FINANCIAL IMPLICATIONS : th Funds for engineering services for the 29 Street Stormwater Pump Station Design are available from the Stormwater Enterprise Fund and were appropriated in the 2016 budget. BOARD/COMMISSION RECOMMENDATION : Not applicable STAKEHOLDER PROCESS : None ALTERNATIVES : Alternative 1 - No Action. Under this alternative, the City would leave the current pump station in place with a high possibility of future failure in storm situations. This could cause potential flooding with hazardous drowning conditions to vehicles and passengers. RECOMMENDATION : Approval of the Resolution. Attachments :  Bid Summary Sheet  Site Location Map
