SUBJECT: AN ORDINANCE AMENDING 17-10-05 OF CHAPTER 10 OF TITLE XVII
OF THE PUEBLO MUNICIPAL CODE RELATING TO NONRESIDENTIAL
SIGNAGE IN RESIDENTIAL ZONE DISTRICTS AND PROVIDING
PENALTIES FOR VIOLATION THEREOF
SUMMARY:
Attached for consideration is a text amendment that will amend Title XVII of the Pueblo
Municipal Code relating to signs in residential districts for non-residential uses.
PREVIOUS COUNCIL ACTION:
None.
BACKGROUND:
Currently, the Sign Code does not allow non-residential signs in the R-1, R-2, R-2U, R-3
and R-4 Zone Districts. In these districts, typically only residential uses are allowed;
however, there are several uses within these districts that allow non-residential uses that
may want to install signage. This amendment will create provisions for signage on
residential properties when non-residential uses are permitted. These standards will
allow one (1) monument or freestanding sign, up to 33 square feet, six (6) feet tall. They
also allow a building address sign and wall signage up to ½ square foot per lineal foot of
building frontage. This amendment also limits the lighting of the signs to external
illumination only.
FINANCIAL IMPLICATIONS:
There are no financial implications for the City.
BOARD/COMMISSION RECOMMENDATION:
The Planning and Zoning Commission, at their September 14, 2016 Regular Meeting,
voted 6-0 (with Commissioner Lucas absent) to recommend approval.
STAKEHOLDER PROCESS:
A Notice of Public Hearing was published in the Pueblo Chieftain and Public Hearings
were held before the Planning and Zoning Commission on September 14, 2016.
ALTERNATIVES:
If City Council does not approve this Ordinance, Title XVII of the Pueblo Municipal Code
will not be amended to reflect the proposed changes relating to signs in residential
districts.
RECOMMENDATION:
Approval of the Ordinance.

THEREOF
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: (brackets indicate
matter being deleted, underscoring indicates new matter being added)
SECTION 1.
Section 17-10-05, Chapter 10, Title XVII of the Pueblo Municipal Code, as
amended, is hereby modified by the addition of subsection (c.1), to read as follows:
Sec. 17-10-05. Sign standards.
(c.1) Nonresidential use: R-1, R-2, R-2U, R-3, R-4 and RCN.

Both types of signs (monument and freestanding) are not permitted at the same time

SECTION 2.
This Ordinance, and the amendments made herein to Title XVII of the Pueblo
Municipal Code shall be subject to administration and enforcement in accordance with
Chapters 5 and 7 of Title XVII, Pueblo Municipal Code, as amended. Any person who
violates any provision of this Ordinance or the amendments made herein to Title XVII of
the Pueblo Municipal Code shall be guilty of a municipal offense and subject to
punishment and all other remedies as provided in Chapter 7 of Title XVII of the Pueblo
Municipal Code, as amended.
SECTION 3.
This Ordinance shall become effective immediately after final passage and
approval.
