AN ORDINANCE APPROVING A CONTRACT BETWEEN
THE CITY OF PUEBLO, A MUNICIPAL CORPORATION,
AND THE STATE OF COLORADO, THE DEPARTMENT OF
HIGHER EDUCATION, HISTORY COLORADO, THE STATE
HISTORICAL FUND FOR THE AMOUNT OF $26,210,
ACCEPTING MATCHING GRANT FUNDS FROM THE
PUEBLO FIRE MUSEUM IN THE AMOUNT OF $9,210,
ESTABLISHING PROJECT NUMBER PL1605 AND
BUDGETING AND APPROPRIATING FUNDS IN THE
AMOUNT OF $35,420 TO PL1605 RELATING TO THE
HOSE COMPANY NO. 3 PROJECT, AND AUTHORIZING
THE PRESIDENT OF CITY COUNCIL TO EXECUTE SAME
WHEREAS, the State of Colorado, Department of Higher Education, History
Colorado, the State Historical Fund have offered funds through Contract 2017-M1-011;
NOW THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The Contract between the City of Pueblo, a Municipal Corporation, and the State
of Colorado, for the use and benefit of the Department of Higher Education, History
Colorado, the State Historical Fund, 2017-M1-011 (hereinafter referred to as the
“Contract”), a copy of which is attached, having been approved as to form by the City
Attorney, is hereby approved.
SECTION 2.
Subject to encumbrances by the Colorado Department of Higher Education,
History Colorado, the State Historical Fund, funds from SHF #2017-M1-011 in the amount
of $26,210 are hereby budgeted and appropriated for the Hose Company No. 3 Project,
PL1605.
SECTION 3.
Matching funds in the amount of $9,210 shall be accepted from the Pueblo Fire
Museum and deposited to PL1605.
SECTION 4.
The President of the City Council is authorized to execute and deliver the Contract
in the name of the City and the City Clerk is directed to affix the seal of the City.
SECTION 5.
The officers and staff of the City are directed and authorized to perform any and
all acts consistent with the intent of the Ordinance and Contract to effectuate the policies
and procedures described therein.
SECTION 6.
This Ordinance shall become effective immediately upon final passage and
approval.

SUMMARY:
The City of Pueblo was awarded a grant from the State of Colorado, Department of Higher
Education, History Colorado (History Colorado) in the amount of $26,210. The City has
provided the local match in the amount of $9,210 through a partnership with Pueblo Fire
Museum.
PREVIOUS COUNCIL ACTION:
City Council approved the submittal of the grant application for construction documents
to the State Historical Fund in April 2016.
BACKGROUND:
The Department of Planning and Community Development in partnership with the Pueblo
Fire Museum has obtained funding in the amount of $26,210 from History Colorado. The
local match in the amount of $9,210 is funded by the Pueblo Fire Museum. The total
amount of the Project PL1605 will be $35,420. The Project consists of the creation of
plans and specifications to perform the rehabilitation of the exterior of the Hose Company
No. 3 building. The rehabilitation of the exterior facades was identified as the number
one priority in the Historical Structural Assessment in 2007. The costs for the proposal
$30,420.
were provided by Hord Coplan Macht Architects in the amount of The building
at 116 Broadway Ave was built in 1889 and served as Fire Station No. 3 for the Pueblo
Fire Department from March 19, 1895 until its last alarm on March 9, 1979. The building
is owned by the City of Pueblo, and is used as the Fire Museum operated by the Pueblo
Firefighters Historical Society (a 501(c) 3 entity) since 2001. The purpose of the museum
is to preserve and display the history, heritage and artifacts of the Pueblo Fire Department
and the firefighters of Pueblo.
FINANCIAL IMPLICATIONS:
The Project budget, PL1605 will be funded through the following sources:
State Historical Fund $26,210
Pueblo Fire Museum $ 9,210
Total $35,420
This Project will require staff time for grant management and oversight of the
improvements.
BOARD/COMMISSION RECOMMENDATION:
The Historic Preservation Commission recommended the submittal of the History
Colorado application for the Hose Company No. 3, Pueblo Fire Museum.
STAKEHOLDER PROCESS:
The Pueblo Fire Museum Committee has been formed to include interested stakeholders
and organizations interested in the restoration.
ALTERNATIVES:
The Project will not go forward if it is not funded.
RECOMMENDATION:
Approve the Ordinance.
