HomeMy WebLinkAbout13516 RESOLUTION NO. 13516 A RESOLUTION APPROVING AND ACCEPTING A PUEBLO COUNTY UNITED WAY GRANT THROUGH A SUB-GRANT FROM SRDA, ESTABLISHING PROJECT NUMBER PS1609, 2016 UNITED WAY YOUTH GRANT, TRANSFERRING $20,000 FROM PROJECTS-TO-BE- DETERMINED INTO THE PUBLIC SAFETY GRANTS FUND WHEREAS, the City Council of Pueblo has the authority on behalf of the City of Pueblo, including its Police Department, to accept funding from Pueblo County United Way for public and municipal purposes; and WHEREAS, the Pueblo County United Way has tendered special grant funding that will not exceed the amount of $20,000; and WHEREAS, acceptance of the funding for the purposes for which it has been made is in the best interest of the City and will benefit the health, welfare, and safety of the citizens of the City; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. The Award of the special grant funding is hereby accepted and approved in the amount of $20,000. SECTION 2. Project Number PS1609 is hereby established in the Public Safety Grants Fund. SECTION 3. The amount of $20,000 is hereby authorized for transfer from the Projects-To-Be- Determined Account into the Public Safety Grants Fund to Project Number PS1609. Said funds shall only be expended and used for this Project. SECTION 4. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of this Resolution to effectuate the policies and procedures described herein. SECTION 5. This Resolution shall become effective immediately upon final passage. Nawrocki and Members of City Council CC: Sam Azad, City Manager VIA: Gina Dutcher, City Clerk FROM: Chief Luis Velez – Police Department SUBJECT: A RESOLUTION APPROVING AND ACCEPTING A PUEBLO COUNTY UNITED WAY GRANT THROUGH A SUB-GRANT FROM SRDA, ESTABLISHING PROJECT NUMBER PS1609, 2016 UNITED WAY YOUTH GRANT, TRANSFERRING $20,000 FROM PROJECTS-TO-BE- DETERMINED INTO THE PUBLIC SAFETY GRANTS FUND SUMMARY: United Way of Pueblo County Board of Trustees has approved a special grant, granting funds to the SRDA, who sub-granted funds to the Pueblo Police Department, in the amount of $20,000. The term of this grant covers the period from July 21, 2016 through July 21, 2017. PREVIOUS COUNCIL ACTION: Previous grants of this nature have routinely been approved each year. BACKGROUND: This grant, if accepted, will allow the Pueblo Police Department to support and improve its efforts in Municipal Court Graffiti Removal, the Explorer Program, Neighborhood Watch, and Patrol Initiatives. FINANCIAL IMPLICATIONS: This grant will require staff time for project management and reporting but does not require any matching funds. BOARD/COMMISSION RECOMMENDATION: None. STAKEHOLDER PROCESS: There is no stakeholder process required for this grant. ALTERNATIVES: Decline the grant offer. RECOMMENDATION: Approval of the Resolution. Main Street Pueblo, CO 81003 Dear Chief Velez: It is my pleasure to inform you that United Way of Pueblo County Board of Trustees has approved a special grant in the amount of$20,000 to benefit the Pueblo Police Department. This grant is to help fund the various initiatives outlined in your proposal dated May 6, 2016. (Municipal Court: Gang Prevention, Scholarship Camp Fees, Grafitti Removal; Explorer Program: Fees, Uniforms; Neighborhood Watch: signs, brochures; Patrol Initiatives: outreach efforts to kids in the community, badges, gang &drug prevention.) This is a special project grant. All grant funds shall be used within one year of this award. You will be required to submit a final narrative report no later than July 31, 2017 outlining the outcomes of your efforts. United WaytY Pueblo County United Way Grant Agreement This grant agreement contains the terms and conditions for a United Way of Pueblo County (Grantor) Community Impact grant to SRDA (Grantee)to benefit Pueblo Police Department Initiatives in the amount of$20,000. By signing this grant agreement and accepting grant funds, an officer, director or trustee of the Grantee makes the representations and agrees to the obligations and conditions set forth below. This grant is to be used to fund the program as described in your grant proposal dated on May 6, 2016. (Municipal Court: Gang Prevention, Scholarship Camp Fees, Grafitti Removal; Explorer Program: Fees, Uniforms; Neighborhood Watch: signs, brochures; Patrol Initiatives: outreach efforts to kids in the community, badges, gang & drug prevention.) The Grantee or the Pueblo Police Department may not use the funds for any other purpose unless written permission has been received from United Way of Pueblo County (UWPC). Any portion of the grant funds not committed to the purposes of the grant must be returned to UWPC. The Grantee must inform UWPC if there are significant changes in the purposes of the grant, the use of grant funds, or personnel who are important to accomplishing the purposes of the grant or if the grant funds cannot be expended in the time period set forth in the grant proposal. The grantee will be required to submit final narrative no later than July 31, 2017 outlining the outcomes of your efforts. The report should include: • A written report that should address progress on outcomes listed in the proposal—use form attached UWPC may include information on this grant in its periodic public reports and may also refer to this grant in a press release. By accepting these funds, the Grantee agrees to such disclosure, UWPC reserves the right to discontinue, modify, or withhold any payments due under this grant, or to require repayment of any unexpended grant funds if necessary, in UWPC's judgment, to comply with any law or regulation applicable to this grant. In this event, UWPC will notify the Grantee and provide opportunity to respond.
