Nawrocki and Members of City Council CC: Sam Azad, City Manager VIA: Gina Dutcher, City Clerk FROM: Steven Meier, Director of Planning and Community Development SUBJECT: A RESOLUTION APPROVING AN AGREEMENT BETWEEN THE CITY OF PUEBLO, A MUNICIPAL CORPORATION AND THE DOWNTOWN COLORADO INC RELATING TO THE VIBRANT COLORADO DOWNTOWN CONFERENCE PROJECT SUMMARY: The City of Pueblo (City) has requested financial assistance for a planning grant from the Colorado Department of Local Affairs in the amount of $25,000 to be matched with $25,000 from partners of Vibrant Colorado Downtown Conference organized by Downtown Colorado Inc. (DCI). thrd The City will be hosting the conference on September 20 through the 23 at the Pueblo Convention Center. PREVIOUS COUNCIL ACTION: None. BACKGROUND: This Resolution approves an Agreement between the City and Downtown Colorado, Inc. relating th to the Vibrant Colorado Downtown Conference (DCI) to be held in Pueblo on September 20 rd through 23 at the Pueblo Convention Center. As part of the Agreement, DCI is agreeing to administer, along with the City, the planning studies related to the conference. The two studies include: the Economic Land Use & Site Visit Study, and the Happy City Workshop & Site Analysis Study. DCI will provide the personnel and administrative oversight to complete the studies. This Resolution will be effective upon City Council’s acceptance of $25,000 in grant funds from the Colorado Department of Local Affairs, and the budgeting and appropriating of said funds. FINANCIAL IMPLICATIONS: Funds shall be available in Project PL1603 in the amount of $50,000. DCI shall invoice the City for the work performed. BOARD/COMMISSION RECOMMENDATION: None STAKEHOLDER PROCESS: A Stakeholder group was established last year involving the following organizations: the Greater Pueblo Chamber of Commerce, the Downtown Association, Pueblo County, Pueblo Urban Renewal Authority, Pueblo Arts Alliance, the Downtown Association and Downtown Colorado Inc. ALTERNATIVES: The Project will not go forward if it is not approved. RECOMMENDATION: Approve the Resolution. Attachments: Agreement RESOLUTION NO. 13506 A RESOLUTION APPROVING AN AGREEMENT BETWEEN THE CITY OF PUEBLO, A MUNICIPAL CORPORATION AND THE DOWNTOWN COLORADO INC RELATING TO THE VIBRANT COLORADO DOWNTOWN CONFERENCE PROJECT BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. The Agreement between the Downtown Colorado Incorporated, a corporation and the City of Pueblo, a municipal corporation (hereinafter referred to as the “Agreement”), a copy of which is attached, having been approved as to form by the City Attorney, is hereby approved. SECTION 2. The President of the City Council is authorized to execute and deliver the Agreement in the name of the City and the City Clerk is directed to affix the seal of the City thereto and attest same. SECTION 3. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of the Resolution and Agreement to effectuate the policies and procedures described therein. SECTION 4. This Resolution shall become effective upon final passage and approval of Ordinance No. 9032 approving the Contract between the City of Pueblo, a Municipal Corporation and the Colorado Department of Local Affairs with respect to the Vibrant Downtown Colorado Conference Project.
