HomeMy WebLinkAbout13500 RESOLUTION NO. 13500 A RESOLUTION AUTHORIZING THE CITY OF PUEBLO, A MUNICIPAL CORPORATION, TO SUBMIT A GRANT APPLICATION TO THE COLORADO DEPARTMENT OF LOCAL AFFAIRS, ENERGY AND MINERAL IMPACT ASSISTANCE PROGRAM IN THE AMOUNT OF $153,000 FOR FUNDING FOR THE GOODNIGHT BARN REHABILITATION PROJECT AND AUTHORIZING THE PRESIDENT OF CITY COUNCIL TO EXECUTE SAME WHEREAS, it is a goal of the Pueblo Comprehensive Development Plan to preserve the archaeological, architectural, historical, and natural resources which contribute to the character, individuality, and cultural heritage of Pueblo; and, WHEREAS, the Goodnight Barn was purchased by the City of Pueblo in April 2004; and, WHEREAS, the Historical Structure Assessment and Preservation Plan was completed January 2014; and, WHEREAS, The Goodnight Barn Stabilization Project was completed in October 2015; and, WHEREAS, The City Council appropriated funds for the plans and specifications for the Goodnight Barn Rehabilitation Project in December 2015; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. A grant application requesting $153,000 from the Colorado Department of Local Affairs, Energy and Mineral Impact Assistance Program to assist in the Goodnight Barn Rehabilitation Project, a copy of which is attached hereto, is hereby approved and strongly supported. SECTION 2. The President of the City Council is hereby authorized to execute and deliver the grant application in the name of and on behalf of the City of Pueblo, a Municipal Corporation. SECTION 3. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of this Resolution to effectuate the policies and procedures described herein. SECTION 4. This Resolution shall become effective immediately upon passage and approval. Nawrocki and Members of City Council CC: Sam Azad, City Manager VIA: Gina Dutcher, City Clerk FROM: Steven Meier, Director of Planning and Community Development SUBJECT: A RESOLUTION APPROVING THE CITY OF PUEBLO, A MUNICIPAL CORPORATION, TO SUBMIT A GRANT APPLICATION TO THE COLORADO DEPARTMENT OF LOCAL AFFAIRS, ENERGY AND MINERAL IMPACT ASSISTANCE PROGRAM IN THE AMOUNT OF $153,000 FOR FUNDING OF THE GOODNIGHT BARN REHABILITATION PROJECT AND AUTHORIZING THE PRESIDENT OF CITY COUNCIL TO EXECUTE SAME SUMMARY: This Resolution approves the submittal of a grant application to the Colorado Department Local Affairs (DOLA), Energy and Mineral Impact Assistance Program (EIAF) for funding related to the Goodnight Barn Rehabilitation Project. PREVIOUS COUNCIL ACTION: City Council has approved the submittal of an application to the State Historical Fund for the Goodnight Barn Stabilization Project in April 2014. Ordinance No. 8779 approving the Contract with the State Historical Fund and budgeting and appropriating funds in the amount of $42,350 for the Goodnight Stabilization Project was approved in October 2014. The Goodnight Barn Stabilization Project construction contract was awarded by City Council in August 2015 and was completed in October of the same year. City Council appropriated funds, Ordinance No. 8951, in the amount of $5,000 for the plans and specifications for the Goodnight Barn Rehabilitation in December 2015. BACKGROUND: The Goodnight Barn Stabilization Project, completed in October of 2015, consisted of the construction of wood bracing to support the deteriorating stone walls from further deterioration and possible collapse. In late 2015, the Stakeholders decided to expedite the completion of the rehabilitation by acquiring funding to be used on the completion of plans and specifications. The Pueblo City Council, Pueblo County Commissioners, Frontier Pathways Byway, and the Goodnight Barn Preservation Committee each contributed funds to accomplish this task. These plans were needed to submit with the grant to the Colorado DOLA/EIAF Program for the rehabilitation of the Barn on April 1, 2016. The EIAF application requests funding in the amount of $153,000 to assist in the rehabilitation of the 1871 Goodnight Barn to the original horse barn. The proposed work has been identified as critical and work items are required to fully rehabilitate and stabilize the building. The proposed scope of work includes foundation rehabilitation, structural rehabilitation, masonry rehabilitation including the deconstruction of the upper section of the west wall; the stone lintel will be removed and reinstalled on the north wall; roof rehabilitation including the reinstall of historic pigeon cotes and cupolas, exterior door rehabilitation to include reconstruction of historic Dutch doors; and finally the demolition of the milk house addition which was constructed sometime after the barn's period of significance. The cost of the work is estimated to be in the amount of $615,000. The Project if completely funded will begin in 2017 and be completed in one year. The completed barn will be used as a western heritage center for the education of the school system and community events. The Goodnight Barn has been identified as an important role as a possible feature and access for the Arkansas River corridor in the Lake Pueblo State Park Master Plan. FINANCIAL IMPACT: The total cost of the Goodnight Barn Rehabilitation Project is estimated in the amount of $615,000. The EIAF grant request is in the amount of $153,000. The balance of $462,000 to be considered the match is not secured. The EIAF requires the local matching funds to be secured by the award date in August of 2016. Funding sources for the Project are outlined below: Department of Local Affairs $153,000 State Historical Funds $200,000 El Pomar Foundation $ 25,000 Doris & Bob Johnson Foundation $ 20,000 Local Foundations and Donations $217,000 Total Funding $615,000 It is understood the proposed cash match must be available before the City signs the EIAF contract but is not a condition of the application submittal. BOARD/COMMISSION RECOMMENDATION: At the March 10, 2016 meeting of the Pueblo Historic Commission it was recommended that the Goodnight Barn Rehabilitation Project be supported by the Commission and be recommended to City Council for approval. STAKEHOLDER PROCESS: A Stakeholders Committee has been established since 2014. The Stakeholders have agreed to join the efforts of the Goodnight Barn Historic Preservation Committee for the completion of the Project. This group has taken on the task of fund raising for the required local cash match for the Project. ALTERNATIVES: If the grants from the EIAF are not submitted and awarded, the City will not start the Projects. RECOMMENDATION: Approval of the Resolution.
