RESOLUTION NO. 13497
A RESOLUTION AWARDING A CONSTRUCTION CONTRACT IN
THE AMOUNT OF $38,750 TO ADAMS ELECTRIC INC., AND
SETTING FORTH $2,000 FOR CONTINGENCIES AND
ADDITIONAL WORK FOR THE PMP DRAGSTRIP ADDITIONAL
LIGHTING PROJECT NO. 16-036 AND AUTHORIZING THE
PURCHASING AGENT TO EXECUTE THE SAME
WHEREAS, the City of Pueblo owns and is responsible for maintaining the infrastructure
of the Pueblo Motorsports Park racing facilities located within the Honor Farm Properties; and
WHEREAS, proposals for PROJECT NO. 16-036 – PMP Dragstrip Additional Lighting
Project have been received and examined; and
WHEREAS, the proposal of Adams Electric, Inc. of Pueblo, Colorado was the lowest
responsive bid; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1:
A contract for Project No. 16-036 – PMP Dragstrip Additional Lighting Project is hereby
awarded to said bidder in the amount of $38,750.
SECTION 2:
In addition to the amount of the bid set forth, as aforementioned, an additional amount as
stipulated in this section is hereby established for contingencies and additional work.
Contingencies and Additional Work . . . . $2,000
SECTION 3:
Funds for Project No. 16-036 shall be from the Honor Farm Enterprise Operating Budget
which is administered by the Parks and Recreation Department.
SECTION 4:
The Purchasing Agent is hereby authorized to execute said contract on behalf of the City
of Pueblo, a Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and
attest the same.
SECTION 5:
The officers and staff of the City are directed and authorized to perform any and all acts
consistent with the intent of this Resolution and the contract to effectuate the transactions
described therein.
SECTION 6.
This Resolution shall become effective immediately upon final passage and approval.

SUMMARY:
Attached is a resolution awarding a construction contract to Adams Electric Inc., for the
PMP Dragstrip Additional Lighting Project No. 16-036.
PREVIOUS COUNCIL ACTION:
None
BACKGROUND:
In March 2016 the Racing Community of Southern Colorado (RCSC) entered into a
management agreement with the City of the Pueblo Motorsports Park facilities. In late
April 2016, RCSC notified the City that the lighting at the end of the dragstrip was
inadequate resulting in unsafe racing conditions for the many potential patrons utilizing
the dragstrip. RCSC approached Parks and Recreation Director, Steven Meier and the
Honor Farm Enterprise Advisory Committee with the request to improve the lighting at the
north end of the dragstrip as soon as possible. RFP was advertised on July 25, a pre-bid
walkthrough on site held on August 2, and the bid opening on August 9.
FINANCIAL IMPLICATIONS:
Funding for this project will come from the Honor Farm Enterprise Operating Budget
which is administered by the Parks and Recreation Department.
BOARD/COMMISSION RECOMMENDATION:
The Honor Farm Enterprise Advisory Committee has recommended this project be
funded as requested.
STAKEHOLDER PROCESS:
None
ALTERNATIVES:
If this Resolution is not approved, the lack of lighting at the north end of the dragstrip will
continue to be a major safety concern to not only the patrons of the Motorsports Park, but
also to spectators and staff.
RECOMMENDATION:
Approval of the Resolution.
