HomeMy WebLinkAbout13489 RESOLUTION NO. 13489 A RESOLUTION AUTHORIZING THE CITY OF PUEBLO TO SUBMIT A GRANT APPLICATION IN THE AMOUNT OF $25,000 TO THE STATE OF COLORADO DEPARTMENT OF LOCAL AFFAIRS ENERGY AND MINERAL IMPACT ASSISTANCE PROGRAM TO ASSIST IN FUNDING A MASTER PLAN FOR PUBLIC IMPROVEMENTS INTEGRATED WITH THE RECONSTRUCTION OF THE ARKANSAS RIVER FLOOD LEVEE THROUGH PUEBLO, COLORADO AND AUTHORIZING THE PRESIDENT OF CITY COUNCIL TO EXECUTE SAME BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. The President of City Council is hereby authorized to execute and deliver an application to the State of Colorado for funding assistance from the Department of Local Affair's Energy and Mineral Impact Assistance Program (DOLA), in the amount of $25,000 to assist in funding a master plan for public improvements integrated with the reconstruction of the Arkansas River Flood Levee through Pueblo, Colorado. SECTION 2. The President of the City Council is hereby authorized to execute the Grant Application on behalf of the City of Pueblo, a Municipal Corporation, and a copy of the Grant Application is attached hereto and a full copy of the application is on file in the Department of Planning and Community Development. SECTION 3. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of the Resolution. SECTION 4. This Resolution shall become effective immediately upon passage and approval. Nawrocki and Members of City Council CC: Sam Azad, City Manager VIA: Gina Dutcher, City Clerk FROM: Steven Meier, Director of Planning & Community Development SUBJECT: A RESOLUTION AUTHORIZING THE CITY OF PUEBLO TO SUBMIT A GRANT APPLICATION IN THE AMOUNT OF $25,000 TO THE STATE OF COLORADO DEPARTMENT OF LOCAL AFFAIRS ENERGY AND MINERAL IMPACT ASSISTANCE PROGRAM TO ASSIST IN FUNDING A MASTER PLAN FOR PUBLIC IMPROVEMENTS INTEGRATED WITH THE RECONSTRUCTION OF THE ARKANSAS RIVER FLOOD LEVEE THROUGH PUEBLO, COLORADO AND AUTHORIZING THE PRESIDENT OF CITY COUNCIL TO EXECUTE SAME SUMMARY: This Resolution approves the submittal of a $25,000 grant application to the State of Colorado's Department of Local Affairs (DOLA) Energy and Mineral Impact Assistance Program to assist in funding the completion of a master plan for public improvements integrated with the reconstruction of the Arkansas River Flood Levee through Pueblo, Colorado. PREVIOUS COUNCIL ACTION: None. BACKGROUND: The City of Pueblo in partnership with the Pueblo Conservancy District is submitting a grant request to DOLA for $25,000 to assist in funding a master plan for public improvements integrated with the reconstruction of the Arkansas River Flood Levee through Pueblo, Colorado. The flood levee is currently in the process of being reconstructed in order to be certified by the Federal Emergency Management Agency and the U.S. Army Corps of Engineers. The master plan will provide a unique opportunity to partner with the Pueblo Conservancy District to plan and design new recreation features, improve downtown and local neighborhood connectivity, as part of the reconstruction of the 90 year old Arkansas River Flood Levee. The levee extends for 2.75 miles th from the confluence of the Arkansas River and Wildhorse Creek at 15 Street through the center of the City of Pueblo to the Runyon Lake State Wildlife Area. As part of the reconstruction, the levee is being lowered approximately 12 feet in height creating a 40’ wide surface along the top of the levee that could accommodate trails, overlooks, bridge structures, water diversion to the Historic Arkansas Riverwalk (HARP). The Pueblo Conservancy District has committed to provide $15,000 in matching funds for the project. FINANCIAL IMPLICATIONS: The matching funds for the master plan project includes $15,000 from the Pueblo Conservancy District and $10,000 in City of Pueblo Conservation Trust Funds. The City's staff time from both the Finance and the Planning and Community Development Departments will be required to monitor and provide financial reports related to the DOLA grant. The financial summary for the Arkansas River Levee Master Plan is shown below: DOLA Grant Application $ 25,000 Pueblo Conservancy District $ 15,000 City of Pueblo – CTF Funds $ 10,000 Total Project Budget $ 50,000 BOARD/COMMISSION RECOMMENDATION: The conversion of the top of the flood levee for recreational and trail uses is identified in the PACOG 2040 Long Range Transportation Plan listing of priority projects. The plan was approved by the PACOG Board on June 23, 2016. The priority trail projects were reviewed and endorsed by the PACOG Transportation and Citizen Advisory Committee. STAKEHOLDER PROCESS: The PACOG 2040 Transportation Plan was released for public comments and review between December 2015 and May 2016. Representatives from the City of Pueblo, Pueblo County, Pueblo West Metropolitan District, and the Pueblo Active Community Environments citizen group all participated in the development of the priority trail projects for the 2040 Long Range Transportation Plan. ALTERNATIVES: If the grant application is not awarded, the City and Pueblo Conservancy District will look at other options for funding the master plan. RECOMMENDATION: Approval of the Resolution.
