A RESOLUTION AUTHORIZING THE CITY OF PUEBLO TO
SUBMIT FOUR GRANT APPLICATIONS TO THE
COLORADO DEPARTMENT OF TRANSPORTATION FOR
FUNDING FROM THE TRANSPORTATION
ALTERNATIVES PROGRAM FOR THE NORTHERN
AVENUE TRAIL, PHASE 3 PROJECT IN 2018, ARKANSAS
RIVER FLOOD LEVEE TRAIL AND MULTIMODAL
CONNECTIONS PLANNING IN 2018, ARKANSAS RIVER
FLOOD LEVEE TRAIL AND MULTIMODAL CONNECTIONS,
PHASE 1 CONSTRUCTION PROJECT IN 2019, AND THE

IMPROVEMENTS PROJECT IN 2020 AND AUTHORIZING
THE PRESIDENT OF CITY COUNCIL TO EXECUTE THE
SAME
WHEREAS, the City supports the construction of the Northern Avenue Trail
Project, Phase 3 continuing a trail along the north side of Northern Avenue between
Cambridge Avenue and Prairie Avenue, and connecting to the main entrance of the
Colorado State Fair Grounds along Prairie Avenue; and,
WHEREAS, the City supports the planning and design of the 2.75 mile
bike/pedestrian corridor for the development of a non-motorized transportation facility
along the top of the reconstructed Arkansas River Flood Levee including bike/pedestrian
bridges that connecting with the existing Arkansas River Trail and adjacent
neighborhoods and historic commercial areas; and,
WHEREAS, the City supports the construction of the Phase 1 improvements
including a concrete trail, a bike/pedestrian bridge over the Arkansas River, and other
amenities along the top of the Pueblo Conservancy District reconstructed flood levee;
and,
WHEREAS, The City supports the widening and replacement of sidewalks, curb
and gutters, new driveway construction, storm inlet modification and street lighting on a

quarter mile section of West 4 street/SH96 in Downtown Pueblo located between North
Santa Fe Avenue and Midtown Circle; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
A grant application requesting $500,000 in 2018 from the Colorado Department of
Transportation for funding from the Transportation Alternatives Program for the Northern
Avenue Trail Project, Phase 3, a copy of which is attached hereto, is hereby approved.
SECTION 2.
A grant application requesting $200,000 in 2018 from the Colorado Department of
Transportation for funding from the Transportation Alternatives Program for the Arkansas
River Flood Levee Trail and Multimodal Connections Planning Project, a copy of which is
attached hereto, is hereby approved.
SECTION 3.
A grant application requesting $600,000 in 2019 from the Colorado Department of
Transportation for funding from the Transportation Alternatives Program for the Arkansas
River Flood Levee Trail and Multimodal Connections, Phase 1 Construction Project, a copy
of which is attached hereto, is hereby approved.
SECTION 4.
A grant application requesting $1,040,000 in 2020 from the Colorado Department of

Transportation for funding from the Transportation Alternatives Program for the West 4
Street SH96 Pedestrian Walkability Improvements Project, a copy of which is attached
hereto, is hereby approved.
SECTION 5.
The President of the City Council is hereby authorized to execute the Grant
Applications on behalf of the City of Pueblo, a Municipal Corporation, and copies of the
Grant Applications are attached hereto and a full copy of the applications are on file in
the Department of Planning and Community Development.
SECTION 6.
The officers and staff of the City are directed and authorized to perform any and all
acts consistent with the intent of this Resolution.
SECTION 7.
This Resolution shall become effective immediately upon passage and approval.

SUMMARY:
This Resolution approves the submittal of four Transportation Alternative grant
applications to the Colorado Department of Transportation for funding related to the
Northern Avenue Trail, Phase 3 Project (2018), Arkansas River Flood Levee Trail and
Multimodal Connections Planning Project (2018), Arkansas River Flood Levee Trail and

Multimodal Connections, Phase 1 Construction (2019), and the West 4 Street SH96
Pedestrian Walkability Improvements (2020).
PREVIOUS COUNCIL ACTION:
None.
BACKGROUND:
The Colorado Department of Transportation (CDOT) is requesting final grant applications
for three years of Transportation Alternatives funding projects related to non-motorized
transportation projects for fiscal years 2018-2020. The program, funded through the 2015
Federal FAST ACT transportation legislation, provides competitive grant funds for non-
motorized and historic transportation projects that must qualify under specific funding
categories. Each project requires a minimum 20% in local matching funds for the project.
The City Planning, Transportation, and Parks and Recreation departments have
developed project applications to submit for funding for 2018, 2019, and 2020. Since the
applications include requests for funding beyond the current City budget year, the local
matching funds will need to be secured from future City funds and other matching grant
opportunities over the next 2-3 year period. The four applications are all projects that
were included within the City’s 2017 five-year capital improvement program. If funding is
awarded by CDOT, the projects contracts will not be approved until the local matching
funding is budgeted and appropriated for a project. The following projects were submitted
to CDOT for preliminary review in April of this year:
1. Northern Avenue Trail, Phase 3 Project (2018)
Scope: The project will continue the trail along the north side of Northern Avenue
between Cambridge Avenue and Prairie Avenue, and connecting to the
main entrance of the Colorado State Fair Grounds along Prairie Avenue.
This project will complete the City’s trail system to the Colorado State
Fair Grounds providing the area residents and visitors to the State Fair
with a direct bike / pedestrian connection.
Funding: CDOT Trans Alternative Funds – Federal $500,000
City 2016 HUTF Local Matching Funds $125,000
Total Project Cost $625,000
2. Arkansas River Flood Levee Trail and Multimodal Connections Planning (2018)
Scope: The planning and design of a 2.75 mile bike/pedestrian corridor for the
development of a non-motorized transportation facility along the top of
the reconstructed Arkansas River Flood Levee. The planning project
will identify locations for bike/pedestrian bridges that connect the flood
levee trail with the existing Arkansas River Trail and adjacent
neighborhoods and historic commercial areas.
Funding: CDOT Trans Alternative Funds – Federal $200,000
Pueblo Conservancy District $ 15,000
City Local Matching Funds – Subject to

3. Arkansas River Flood Levee Trail and Multimodal Connections, Phase 1
Construction Project (2019)
Scope: The construction of the improvements including 1,200' of concrete trail,
a 260' x 12' bike pedestrian bridge over the Arkansas River, bump outs,
railing, lighting and seating areas. This project is a unique opportunity
to partner with the Pueblo Conservancy District as part of the
reconstruction of the 90 year old Arkansas River Flood Levee that
extends for three miles through the center of the City of Pueblo.

4. West 4 Street SH96 Pedestrian Walkability Improvements Project (2020)
Scope: Sidewalk widening and replacement, curb and gutter replacement, new
driveway construction, storm inlet modification and street lighting on a

quarter mile section of West 4 street/SH96 in Downtown Pueblo. The
project is located between N. Santa Fe Avenue/US50C and Midtown
th
Circle just east of the new 4 Street Bridge.
Funding: CDOT Trans Alternative Funds – Federal $1,040,000

budget and appropriation prior to approval
of construction contract $ 260,000
Total Project Cost $1,300,000
FINANCIAL IMPACT:
The four applications include requests for funding beyond the current City budget year
and local matching funds will need to be secured from future City funds, and other
matching grant opportunities over the next 2-3 year period. If a project is awarded by
CDOT, the grant contract will not be approved until the full project costs including local
matching funds are available, budgeted and appropriated for a project to be authorized
to be initiated. The Director of Finance will be required to certify that all funds are
available to complete the project prior to City Council’s approval of a grant contract for a
project. The matching funds for the Northern Avenue Trail, Phase 3 project will be
provided from the City’s 2016 Highway User Trust Funds. The Arkansas River Flood
Levee Trail and Multimodal Connections Planning will require funding to be secured from
a DOLA Energy Impact Assistance Grant, and other local funding from the Pueblo
Conservancy District and the City in 2018. The Arkansas River Flood Levee Trail and
Multimodal Connections, Phase 1 construction will be dependent upon receiving
additional grant funding from the Trust for the Great Outdoors Colorado (GOCO),
additional funding from a DOLA Energy Impact Assistance Grant in 2018, along with
$250,000 in additional local matching funds split between the City and the Pueblo

Conservancy District. The West 4 Street SH96 Pedestrian Walkability Improvements
Project with funding requested for 2020 will require local matching funds in the amount of
$260,000 to be provided as the 20% match for the project.
BOARD/COMMISSION RECOMMENDATION:
All four of the projects are identified in the PACOG 2040 Long Range Transportation Plan
listing of priority projects. The plan was approved by the PACOG Board on June 23,
2016. The priority trail projects were reviewed and endorsed by the PACOG
Transportation and Citizen Advisory Committee.
STAKEHOLDER PROCESS:
The PACOG 2040 Transportation Plan was released for public comments and review
between December 2015 and May 2016. Representatives from the City of Pueblo,
Pueblo County, Pueblo West Metropolitan District, and the Pueblo Active Community
Environments citizen group all participated in the development of the priority trail projects
for the 2040 Long Range Transportation Plan.
ALTERNATIVES:
If the grant applications are not submitted and awarded, the City will either significantly
delay or not implement the projects.
RECOMMENDATION:
Approval of the Resolution.
