ORDINANCE NO. 9001
AN ORDINANCE ESTABLISHING CAPITAL PROJECT NO.
CI1605 – 2016 ABATEMENT AND DEMOLITION OF
DANGEROUS BUILDINGS, AND BUDGETING AND
APPROPRIATING $300,000 FOR SUCH PROJECT
WHEREAS, structures located at 1115 Spruce Street, 711 Greenwood Street, and 2145
Hellbeck Drive have been empty and condemned by Pueblo Regional Building, and;
WHEREAS, structures located at 1115 Spruce Street, 711 Greenwood Street, and 2145
Hellbeck Drive are public safety hazards;
WHEREAS, there are sufficient funds in the general fund to finance the environmental
testing, asbestos abatement, demolition, utility disconnect, and general cleanup, and; NOW,
THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
Capital Project No. CI1605 – 2016 Abatement and Demolition of Dangerous Buildings, is
hereby created and funds in the amount of $300,000 are budgeted and appropriated from the
General Fund to said Project.
SECTION 2.
The officers and staff of the City are directed and authorized to perform any and all acts
consistent with the intent of this Ordinance and the contract to effectuate the transactions
described therein.
SECTION3.
This Ordinance shall become effective immediately upon final passage and approval.

SUMMARY
This Ordinance creates and funds the environmental testing, asbestos abatement, demolition,
utility disconnect, and general site cleanup for structures located at 1115 Spruce Street, 711
Greenwood Street, and 2145 Hellbeck Drive.
PREVIOUS COUNCIL ACTION:
None.
BACKGROUND
The owners of buildings at these locations have failed to comply with Regional Building
Department orders pursuant to Section 401 of the Uniform Code for Abatement of Dangerous
Buildings (1997 Ed.). Per Section 801 of the 1997 Abatement of Dangerous Buildings Code,
the Regional Building Department has requested demolition of these buildings. The structures
are partially demolished or destroyed, have been abandoned and present a public hazard.
Damage or dilapidation renders structures attractive nuisance to children, harbor for vagrants or
location for crime.
FINANCIAL IMPACT
Funds for the project will be paid out of Project No. CI1605 – 2016 Abatement and Demolition of
Dangerous Buildings.

None.
STAKEHOLDER PROCESS:
None.
ALTERNATIVES:
Denying this Ordinance would result in the City of Pueblo being unable to proceed with the
project and unable to demolish these three dangerous buildings.
