SUBJECT: A RESOLUTION APPOINTING A MEMBER TO THE COMMUNITY SERVICES
ADVISORY COMMISSION (CSAC) – JOINT CITY-COUNTY APPOINTMENT
SUMMARY:
This Resolution ratifies the joint City-County selection of Regina Purcell to the Community
Services Advisory Commission.
PREVIOUS COUNCIL ACTION:
Joint City/County appointments to the Community Services Advisory Commission are made on
th
an annual basis selecting individuals to serve staggered four-year terms expiring on April 30 of
each year. Resolutions to ratify the joint appointments are passed by each entity.
BACKGROUND:
Due to the term expiration of members Eileen Dennis, Barbara Yaeger and P. Michael Voute,
there are three seats to fill on the Community Services Advisory Commission for four-year terms
expiring April 30, 2020. Also, due to resignations, there exists two vacancies for City/County
joint appointments that need to be made to complete the 4-year terms expiring April 30, 2018.
Incumbents Eileen Dennis, Barbara Yaeger and P. Michael Voute each stated they do not wish
to be considered for re-appointment. Following advertisements published in the Pueblo
Chieftain on Sunday, February 7, 2016, and again on March 27, 2016 along with
announcements on the City Clerk’s and Pueblo County government webpage seeking
volunteers to serve on this committee, one application was received from Regina Purcell.
After review of Regina Purcell’s application following the PACOG meeting held on June 23,
2016, she was selected for the term expiring April 30, 2020. There still exists four vacancies.
FINANCIAL IMPLICATIONS:
This a volunteer committee and members serve without compensation.
BOARD/COMMISSION RECOMMENDATION:

STAKEHOLDER PROCESS:
The Community Services Advisory Commission studies the needs of the community in the
areas of health and human services, recreation, arts and culture, environmental/conservation
and economic development; reviews and analyzes proposals that are submitted to the Pueblo

including conducting interviews and performing site visits of agencies submitting proposals;
makes final recommendations to the City and County officials for funding consideration on an
annual basis, or as needed in an emergency situation; and works on other issues and projects
as assigned to them by the Public Officials.
ALTERNATIVES:
City Council in agreement with the County Commissioners could remove the Resolution from
the Agenda, request that the recruitment process be extended in order to receive additional
applications for consideration.
RECOMMENDATION:
Approval of the Resolution.
