HomeMy WebLinkAbout09000Reception 2041806 07/08/2016 03:19:29 PM ORDINANCE NO. 9000 AN ORDINANCE DESIGNATING 107 SOUTH GRAND AVENUE AS A LOCAL HISTORIC LANDMARK WHEREAS, the City of Pueblo's Historic Preservation Code, Chapter 14, Title IV, declares that the City shall identify, designate and preserve those buildings, objects, monuments, structures and sites which reflect outstanding elements of the community's architectural and cultural heritage; and WHEREAS, the present application was initiated by the applicant, and the City's Historic Preservation Commission has reviewed the application for designation of 107 South Grand Ave as a Local Historic Landmark and has recommended to the Planning and Zoning Commission the landmark designation of this resource; and WHEREAS, the City Planning and Zoning Commission has reviewed the Historic Preservation Commission's recommendation and the designation application and submitted its recommendation thereon for landmark designation to Council; BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. The City Council finds and determines that 107 Grand Avenue, Pueblo, Colorado, and legally described as LOT 1 + E 26 FT OF BLK 46 PUEBLO, has direct association with the historical development of the city, distinctive architectural style and is the site of a significant historic event per the Pueblo Historic Preservation Code Section 4-14-8. SECTION 2. The City Council hereby designates 107 South Grand Avenue as a local Pueblo al Historic Landmark, subject to the benefits, obligations and restrictions resulting from such designation as described in Chapter 14, Title IV of the Pueblo Municipal Code. SECTION 3. Nawrocki and Members of City Council CC: Sam Azad, City Manager VIA: Gina Dutcher, City Clerk FROM: Steven Meier, Director of Planning & Community Development SUBJECT: AN ORDINANCE DESIGNATING 107 SOUTH GRAND AVENUE AS A LOCAL HISTORIC LANDMARK SUMMARY: This Ordinance will designate 107 South Grand Avenue as a local Pueblo Historic Landmark, pursuant to the Historic Preservation Code, Chapter 14, Title IV of the Pueblo Municipal Code. PREVIOUS COUNCIL ACTION: None. BACKGROUND: The applicant is requesting that their commercial building become a Pueblo Local Landmark in accordance with Section 4-14-8 of the Pueblo Municipal Code. The landmark process was initiated by the owner. The owner is aware of the restrictions and benefits conferred on local landmarks within the City of Pueblo per the Historic Preservation Code. The building located at 107 South Grand Avenue was constructed in 1891, and is a fine example of a late Victorian and Romanesque Revival architecture. The building sits just a block from the Union Avenue Historic District. The applicant claims significance under the following criteria: 1) History: (a) - have direct association with the historical development of the city, state or nation; and (b) - be the site of a significant historic event. 2) Architecture: (a) - embody distinguishing characteristics of an architectural style or type; and (b) - portray the environment of a group of people or physical development of an area of the city in an era of history characterized by a distinctive architectural style. 3) Geography: (a) - have a prominent location or be an established, familiar, and orienting visual feature of the contemporary city; (b) - promote understanding and appreciation of Pueblo’s environment by means of distinctive physical characteristics or rarity; and (c) - make a special contribution to Pueblo’s distinctive character. FINANCIAL IMPLICATIONS: There are no financial impacts to the City of Pueblo. The applicant is aware of the financial tax benefits available to historically designated properties. BOARD/COMMISSION RECOMMENDATION: The City of Pueblo Historic Preservation Commission voted 5-0 to recommend approval of the landmark application on April 14, 2016. The City of Pueblo Planning and Zoning Commission voted 6-0 to recommend approval of the landmark application on May 11, 2016 with Commissioner Lucas being absent. STAKEHOLDER PROCESS: The Historic Preservation Commission and the Planning and Zoning Commission each conducted public hearings regarding this landmark application. ALTERNATIVES: The structure will retain its current use without benefit of tax credits for future work.
