A RESOLUTION AUTHORIZING THE CITY OF PUEBLO TO
APPLY FOR A 2016 COMMUNITY ORIENTED POLICING
SERVICES (COPS) GRANT AND AUTHORIZING THE
PRESIDENT OF THE CITY COUNCIL TO EXECUTE SAME
WHEREAS, the City of Pueblo Police Department is requesting the City of Pueblo
submit an application to the Office of Community Oriented Policing Services (COPS); and
WHEREAS, the funds from this grant will be utilized by the Police Department to benefit
the health, welfare, and safety of the citizens of the City; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The 2016 COPS Hiring Program (CHP) Application #12186608 (Grant Application), a
copy of which is attached hereto, is hereby approved and authorized for submittal to the United
States Department of Justice.
SECTION 2.
The President of the City Council is authorized to execute the Grant Application in the
name of the City.
SECTION 3.
The officers and staff of the City are directed and authorized to perform any and all acts
consistent with the intent of this Resolution and the attached Grant Application, to effectuate the
transactions described therein.
SECTION 4.
This Resolution shall become effective immediately upon final passage.

SUMMARY:
Attached is a Resolution approving a grant application to COPS Hiring Program solicitation. It
would provide 75% of the funding for officers’ salaries and benefits for 36 months, for the seven
(7) officer positions that are currently authorized but unfunded. Also attached is the grant
application summary (Form SF424) and Attachment A, which details the financial implications.
PREVIOUS COUNCIL ACTION:
The last COPS grant approved by City Council was a 2004 award that provided funding for four
(4) additional School Resource Officer positions.
BACKGROUND:
The COPS Hiring Program (CHP) provides funding directly to law enforcement agencies to hire
and/or rehire career law enforcement officers in an effort to increase their community policing
capacity and crime prevention efforts. 2016 CHP award will cover up to 75 percent of the
approved entry level salary and fringe benefits of each newly hired and/or rehired full-time
sworn career law enforcement officer over the three-year (36-month) award period, with a
minimum 25 percent local cash match requirement and maximum federal share of $125,000 per
officer position.
FINANCIAL IMPLICATIONS:
The total value/cost of this grant program during the four (4) year life of the program would be
$2,487,247. The Federal share would be $1,344,388 over the course of the grant term. The
City of Pueblo’s share would be $1,142,859 over the course of the grant term. The City of
Pueblo would have to commit to retaining these seven (7) officer positions for twelve (12)
months, at the conclusion of the grant funded period. Those fourth year costs are included in
the aforementioned City of Pueblo’s share statement.

The City of Pueblo’s share of this financial obligation would come from the Police Department’s
annual budget.
