SUBJECT: AN ORDINANCE APPROVING A CHALLENGE COST SHARE AGREEMENT
BETWEEN THE CITY OF PUEBLO, A MUNICIPAL CORPORATION, AND THE
UNITED STATES DEPARTMENT OF AGRICULTURE, FOREST SERVICE, PIKE
AND SAN ISABEL NATIONAL FORESTS, CIMARRON AND COMANCHE
NATIONAL GRASSLANDS RELATING TO THE FINANCIAL ASSISTANCE
AWARD, FUNDS IN THE AMOUNT OF $6,000 FOR THE CITY OF PUEBLO
GOCO INSPIRE PLANNING PROJECT AND AUTHORIZING THE PRESIDENT
OF THE COUNCIL TO EXECUTE SAME
SUMMARY:
This is a cost share agreement (Agreement) between the City of Pueblo, and the United States
Department of Agriculture, Forest Service, Pike and San Isabel National Forests and Cimarron and
Comanche National Grasslands (Forest Service) for administration of funds for the GOCO Inspire
Planning Project.
PREVIOUS COUNCIL ACTION:
None.
BACKGROUND:
On October 23 of 2015, the City received written notice of a $50,000 Financial Assistance
Grant from State Board of the Great Outdoors Colorado Trust Fund (GOCO) for the GOCO Inspire
Planning Project. The funds are being matched with $24,000 in cash and $26,000 in in-kind
funds from the GOCO Inspire Coalition. The total project budget is $100,000. The Forest Service
is a coalition member and have agreed to contribute $6,000 in cash and $3,825 in in-kind contributions.
The GOCO Grant will provide funding for planning and public outreach for engaging and inspiring
underserved youth in the Pueblo community to explore the outdoors. This Agreement
establishes the responsibilities of each party for the administration of the Financial Assistance
Award funds, as follows:
1. The City is responsible for the administration of the financial assistance award
and assumes and shall be responsible for the receipt and disbursement of all
funds for the Project including the Financial Assistance Award.
2. The City will enter into this Agreement and oversee the administration of the
contract scope of work in accordance with the Financial Assistance Award
requirements.
3. The Agreement stipulates that the funding for the Project is as follows:
The Forest Service will provide
Cash contribution: $6,000
The Forest Service will provide
Match Cash and In kind funds:
$3,825
Total $9,825
FINANCIAL IMPLICATIONS:
This agreement secures the financial obligation of the National Forest Service toward the Project.
The City will be required to submit an invoice to receive said funding as set forth in paragraph 3
of the Agreement. In order for City to proceed with the Project, an Ordinance approving an
agreement between the United States Department of Agriculture, Forest Service, Pike and San Isabel
National Forests and Cimarron and Comanche National Grasslands and The City of Pueblo, a
Municipal Corporation, is being heard at the April 11th, 2016 City Council meeting. This
Agreement between the City and The Forest Service secures the required funds for the grant
agreement. City's staff time from both the Finance and Planning and Community Development
Departments will be required to monitor and provide financial reports related to this project.
BOARD/COMMISSION RECOMMENDATION:
None.
STAKEHOLDER PROCESS:
This project was established over several months of meetings designed to review the documents
and formulate a strategy for a successful submission. The Forest Service is a member of this
group.
ALTERNATIVES:
The Coalition will be at a deficit of $9,825 dollars of cash and in kind funding.
RECOMMENDATION:
Approval of the Ordinance.

GRASSLANDS RELATING TO THE FINANCIAL ASSISTANCE
AWARD, FUNDS IN THE AMOUNT OF $6,000 FOR THE CITY OF
PUEBLO GOCO INSPIRE PLANNING PROJECT AND AUTHORIZING
THE PRESIDENT OF THE COUNCIL TO EXECUTE SAME
WHEREAS, the City of Pueblo has received approval for the funds from The United
States Department of Agriculture, Forest Service, Pike and San Isabel National Forests and Cimarron
and Comanche National Grasslands for the GOCO Inspire Planning Project (“Project”) subject to
the execution of a cost share agreement; NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
An Agreement between the City of Pueblo, a Municipal Corporation and The United
States Department of Agriculture Forest Service Pike and San Isabel National Forests and Cimarron and
Comanche National Grasslands relating to an agreement (Agreement) for financial assistance
award for the GOCO Inspire Planning Project, a copy of which is attached and incorporated
herein and having been approved to form by the City Attorney, is hereby approved.
SECTION 2.
The President of the City Council is hereby authorized to execute and deliver the
agreement on behalf of the City of Pueblo, a Municipal Corporation, and the City Clerk shall affix
the seal of the City thereto and attest same.
SECTION 3.
The officers and staff of the City are directed and authorized to perform any and all
acts consistent with the intent of this Ordinance and the attached Agreement to effectuate
the transactions described therein.
SECTION 4.
This Ordinance shall become effective immediately upon final passage.
