A RESOLUTION APPROVING AN AGREEMENT WITH SHORT,
ELLIOTT, HENDRICKSON (SEH) FOR $477,600 FOR
PROFESSIONAL ENGINEERING SERVICES TO PREPARE AN
AIRPORT LAYOUT PLAN (ALP) UPDATE AT THE PUEBLO
MEMORIAL AIRPORT AND AUTHORIZING THE PRESIDENT
OF THE CITY COUNCIL TO EXECUTE SAME
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
A certain Agreement for Professional Services, a copy of which is attached hereto and
made part thereof by reference, by and between the City of Pueblo, a Municipal Corporation,
and Short, Elliott, Hendrickson (SEH) to do an Airport Layout Plan (ALP) Update at the Pueblo
Memorial Airport, after having been approved by the City Attorney, is hereby approved.
SECTION 2.
The President of the City Council is hereby authorized to execute said Agreement on
behalf of Pueblo, a Municipal Corporation, and the City Clerk shall affix the Seal of the City
thereto and attest the same.
SECTION 3.
Funds in the amount of $477,600 shall be expended from Capital Project ED1602-ALP
Update.
SECTION 4.
The officers and staff of the City are directed and authorized to perform any and all acts
consistent with the intent of this Resolution and the attached agreement to effectuate the
transactions described therein.
SECTION 5.
This Resolution shall become effective immediately upon final passage and approval.

SUMMARY:
This Resolution approves an agreement for professional services for an airport layout plan
update at the Pueblo Memorial Airport.
PREVIOUS COUNCIL ACTION:
None.
BACKGROUND
The United States Air Force has requested proposals for an initial flight screening program
facility as Doss Aviation’s contract with them will expire soon. The request for proposal
indicates an increase in training hours. An update to the Airport Layout Plan is necessary to
analyze the Airports capacity to support the additional training hours.
FINANCIAL IMPLICATIONS:
The amount of $477,600 shall be expended from Project ED1602-ALP Update.

Not applicable.
STAKEHOLDER PROCESS:
Not applicable.
ALTERNATIVES:
If this Resolution is not approved, the ALP Update will not be done.
RECOMMENDATION
The Aviation Department recommends the approval of this Resolution.
