A RESOLUTION APPROVING AN AGREEMENT FOR
PROFESSIONAL PLANNING CONSULTANT SERVICES
BETWEEN THE CITY OF PUEBLO, A MUNICPAL
CORPORATION, AND MATRIX DESIGN GROUP INC.
RELATING TO THE GOCO INSPIRE PROJECT
AWARDING AND AUTHORIZING THE PRESIDENT OF
CITY COUNCIL TO DO THE SAME
WHEREAS, The Proposal to Provide Planning Services to Complete the GOCO Inspire
Initiative Planning Project submitted by Matrix Design Group Inc. has been selected to provide
professional services to complete the project.
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The Agreement for Professional Planning Consultant Services dated April 11, 2016,
between the City of Pueblo, a Municipal Corporation, and Matrix Design Group Inc. of which a
copy is attached hereto and on file at the office of the City Clerk, having been approved as to form
by the City Attorney, is hereby approved.
SECTION 2.
The President of the City Council is hereby authorized to execute and deliver said
Agreement on behalf of the City of Pueblo, a Municipal Corporation, and the City Clerk shall affix
the Seal of the City thereto and attest same.
SECTION 3.
Funds in the amount of $74,000 for said professional services shall be paid from Capital
Project PL1602.
SECTION 4.
The officers and staff of the City are directed and authorized to perform any and all acts
consistent with the intent of the Resolution and Contract to effectuate the policies and procedures
described therein
SECTION 5.
This Resolution shall become effective immediately upon final passage and approval.

GOCO INSPIRE PROJECT AND AUTHORIZING THE PRESIDENT OF CITY
COUNCIL TO EXECUTE SAME
SUMMARY:
Matrix Design Group Inc. will complete the planning phase of the GOCO Inspire Project (Project)
for The City of Pueblo. Attached is the Professional Services Agreement for the GOCO Inspire
Project.
PREVIOUS COUNCIL ACTION:
The Pueblo City Council approved an agreement, Contract Number 16505, with the Great
Outdoors Colorado (GOCO) Fund, per Ordinance No. 8970, for the GOCO Inspire Project. The
agreement in the amount of $100,000 in which $50,000 was from the GOCO Fund and $50,000
was from the GOCO Coalition. All funds having been secured in Project No. PL1602. The Council
is also hearing the first reading of an Ordinance relating to a cost share agreement between The
City of Pueblo and United States Department of Agriculture, Forest Service, Pike and San Isabel National
Forests and Cimarron and Comanche National Grasslands for the GOCO Inspire Project.
BACKGROUND:
The purpose: The Inspire Initiative grant presents a unique opportunity to combine the resources
of several Pueblo area nonprofits with similar missions, integrated with children and parents from
three older neighborhoods with significant concentrations of poverty to focus on enhancing the
quality of life through various outdoor play and education interactions with nature. These entities
are known as; the Pueblo Zoo, the Nature and Raptor Center of Pueblo and the Mountain Park
Environmental Center, each of which are established organizations with decades of experience
in providing outdoor and natural programs and experiences within the Pueblo region. Completing
this partnership are other organizations with existing hands-on programs operating within the
three focus neighborhoods. These organizations have united as a Coalition and will play an
integral role working with the West Side, East Side and Bessemer neighborhoods to develop
backyard HUBs within safe walking distances of the neighborhood residents. The City of Pueblo
issued a Request for Proposals for the Project. The City received two proposals. The proposals
were graded and scored by members of the GOCO Coalition. The company Matrix Design Group
Inc. from Denver and Pueblo has been selected as the most qualified and responsive bidder.
Matrix Design Group Inc. will perform the tasks outlined in the Scope of Services to complete the
project.
FINANCIAL IMPLICATIONS:
Funds in the amount of $74,000 have been budgeted and appropriated for the project and will be
paid from Capital Project PL1602.
BOARD/COMMISSION RECOMMENDATION:
Great Outdoors Colorado and the GOCO Inspire Coalition are aware of the project and
recommend approval.
STAKEHOLDER PROCESS:
The Coalition stakeholders include: City of Pueblo, the US Forest Service, the Pueblo Zoo,
Mountain Park Environmental Center, Nature and Raptor Center of Pueblo, The Boys and Girls
Club of Pueblo County, the Pueblo City-County Health Department are aware of the stabilization
project and recommend approval.
ALTERNATIVES:
Denial of this Resolution will result in cancellation of the project.
RECOMMENDATION:
Approve the Resolution.
