HomeMy WebLinkAbout13391 RESOLUTION NO. 13391 A RESOLUTION APPROVING AN AGREEMENT IN AN AMOUNT NOT TO EXCEED $26,500 BETWEEN THE CITY OF PUEBLO AND DREXEL BARRELL & CO. FOR ENGINEERING AND SURVEYING SERVICES FOR PROJECT NO. 16i-001 (SW1602) FOR THE FOUNTAIN CREEK LEVEE SYSTEM NEAR THE INTERSECTION OF FIR STREET AND SOUTH IOLA AVENUE AND APPROVING THE TRANSFER OF $66,437.44 FROM PROJECT SW1499 – PROJECTS TO BE DETERMINED TO PROJECT SW1602 STORMWATER LEVEE REPAIR WHEREAS, the City of Pueblo maintains the levee system on the Fountain Creek within the City limits; and WHEREAS, the levee system near the intersection of Fir Street and south Iola Avenue needs repairs; and WHEREAS, competitive bids for engineering and surveying services for the Project No. 16i-001 (SW1602) SW Levee Repair have been received and examined; and WHEREAS, the proposal of Drexel, Barrell & Co. of Colorado Springs, Colorado was the lowest of those bids determined to be responsive; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. This Agreement for engineering and surveying services on the Fountain Creek Levee System near the intersection of Fir Street and South Iola Avenue with Drexel, Barrell & Co. Project No. 16i-001 (SW1602) is hereby awarded to said bidder in the amount of $26,500. SECTION 2. Funds in the amount of $66,437.44 are hereby transferred to SW1602 – Stormwater Levee Repair from SW1499 – Projects to be Determined. SECTION 3. Funds for payment for professional services under said Agreement in an amount not to exceed $26,500 shall be paid from funds that have been budgeted and appropriated in the City’s 2016 Budget from the Stormwater Enterprise Fund. SECTION 4. The Purchasing Agent is hereby authorized to execute said contract on behalf of Pueblo, A Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and attest the same. SECTION 5. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of this Resolution and the attached agreement to effectuate the transactions described therein. SECTION 6. This Resolution shall become effective immediately upon passage and approval. FOR ENGINEERING AND SURVEYING SERVICES FOR PROJECT NO. 16i-001 (SW1602) FOR THE FOUNTAIN CREEK LEVEE SYSTEM NEAR THE INTERSECTION OF FIR STREET AND SOUTH IOLA AVENUE AND APPROVING THE TRANSFER OF $66,437.44 FROM PROJECT SW1499 – PROJECTS TO BE DETERMINED TO PROJECT SW1602 STORMWATER LEVEE REPAIR SUMMARY: Attached is a Resolution approving an agreement between the City and Drexel, Barrell & Co., for engineering and surveying services for repair of the Fountain Creek Levee System near the intersection of Fir Street and South Iola Avenue. PREVIOUS COUNCIL ACTION : None. BACKGROUND : The Fountain Creek levee was completed in July 1989 by the United States Army Corp of Engineers (USACE) for flood control on the Fountain Creek. The City entered into an agreement with the USACE which the City is responsible to maintain and repair the facilities. At some time in the past 3 years the Fountain Creek levee located near Fir Street and Iola Avenue was damaged by an unauthorized excavation on the land side. This damage is significant enough that it must be repaired to the criteria of the USACE and then have the levee recertified. Following procurement procedures, bids were solicited with an ‘Informal Invitation for Bid’ from three professional engineering firms that was obtained from the preapproved ‘Engineering Consultant Services Contract’ for Stormwater. Drexel, Barrell & Company is the apparent low bid at $26,500. Attached is the Bid Summary of the three bids. FINANCIAL IMPLICATIONS : Funds for the engineering and surveying services for the repair of the Fountain Creek Levee System are available from the Stormwater Enterprise Fund and were appropriated in the 2016 budget. BOARD/COMMISSION RECOMMENDATION : Not applicable STAKEHOLDER PROCESS : None ALTERNATIVES : Alternative - No Action. Under this alternative, the City would make no repairs to the damaged levee as required by the agreement with the United States Army Corp of Engineers and place the levee system in jeopardy of being decertified. Without a certified levee all of the properties protected by the levee system would then be within the flood plain as per FEMA and therefore would have flood insurance requirements. Flood insurance requirements would be a great cost to the property owners. RECOMMENDATION : Approval of the Resolution. Attachments :  Agreement  Bid Summary Sheet  Site Location Map
