HomeMy WebLinkAbout13368RESOLUTION NO. 13368 A RESOLUTION APPROVING AN AGREEMENT FOR PROFESSIONAL ARCHITECTURAL SERVICES BETWEEN THE CITY OF PUEBLO, A MUNICPAL CORPORATION, AND SWCA INC, RELATING TO THE DOWNTOWN HISTORIC SURVEY PROJECT AWARDING AND AUTHORIZING THE PRESIDENT OF CITY COUNCIL TO EXECUTE THE SAME. WHEREAS, the proposal SWCA, Inc., an Arizona Corporation, has been selected to provide professional services for the Downtown Historic Survey Project; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. The Agreement for Professional Architectural Services dated January 25, 2016, between the City of Pueblo, a Municipal Corporation, and SWCA Inc. of which a copy is attached hereto and on file at the office of the City Clerk, having been approved as to form by the City Attorney, is hereby approved. SECTION 2. The President of the City Council is hereby authorized to execute and deliver said Agreement on behalf of the City of Pueblo, a Municipal Corporation, and the City Clerk shall affix the Seal of the City thereto and attest the same. SECTION 3. Funds in the amount of $35,000 for said professional services shall be paid from Capital Project PL1504. SECTION 4. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of the Resolution and Contract to effectuate the policies and procedures described therein SECTION 5. This Resolution shall become effective immediately upon final passage and approval. Nawrocki and Members of City Council CC: Sam Azad, City Manager VIA: Gina Dutcher, City Clerk FROM: Steven Meier, Director of Planning and Community Development SUBJECT: A RESOLUTION APPROVING AN AGREEMENT FOR PROFESSIONAL ARCHITECTURAL SERVICES BETWEEN THE CITY OF PUEBLO, A MUNICPAL CORPORATION, AND SWCA INC, IN THE AMOUNT OF $35,000 RELATING TO THE DOWNTOWN HISTORIC SURVEY PROJECT AWARDING AND AUTHORIZING THE PRESIDENT OF CITY COUNCIL TO EXECUTE THE SAME SUMMARY: SWCA Inc. will complete a historic survey of Downtown Pueblo. Attached is the bid summary for the Downtown Historic Survey Project. PREVIOUS COUNCIL ACTION: The Pueblo City Council approved the contract with the State Historical Fund, History Colorado for funding project number 15-042B (PL1504) the Downtown Historic Survey Project, Ordinance No. 8772. BACKGROUND: The City of Pueblo has requested consultants to submit their qualifications to complete the Downtown Historic Survey Project. Two consultants were qualified and invited to bid on the Project. SWCA, Inc. an Arizona Corporation, has been selected as the most qualified and responsive bidder. The purpose of this Project is to complete a survey of Downtown Pueblo by conducting an in-depth field survey on 90% of the area using the OAHP Reconnaissance Survey Form, and 10% of the area using the OAHP Intensive Survey Form. The Project will include public meetings, completion of a survey report, and a brief context of the possible district. This will determine whether National Register designation of a historic district is feasible for the area stth between Grand Avenue and Santa Fe Avenue and 1 Street and 10 Street. FINANCIAL IMPLICATIONS: Funds in the amount of $35,000 for the Project will be paid from Capital Project PL1504. BOARD/COMMISSION RECOMMENDATION: The Historic Preservation Commission is aware of the Project and recommends approval. STAKEHOLDER PROCESS: The stakeholders are: The Pueblo Urban Renewal Authority, The City of Pueblo Downtown Association, Historic Pueblo Inc., and Pueblo City Center are aware of the stabilization Project and recommend approval. ALTERNATIVES: Denial of this Resolution will result in cancellation of the Project. RECOMMENDATION: Approve the Resolution. Attachments: Agreement for Professional Services Bid Opening Summary
