HomeMy WebLinkAbout13364RESOLUTION NO. 13364 A RESOLUTION AWARDING A CONSTRUCTION CONTRACT IN THE AMOUNT OF $60,954.04 TO PARKER EXCAVATING, INC., FOR EMERGENCY SANITARY SEWER POINT REPAIR AT THE TH 1600 BLOCK WEST 18 STREET AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE THE SAME WHEREAS, an emergency sanitary sewer repair was authorized by the Pueblo City Manager in accordance with Section 1-10-5 of the Pueblo Municipal Code ; and WHEREAS, the point repair work was awarded to Parker Excavating, Inc., under the 2015- 2016 multi-year point repair contract; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. th This contract is for repair of the sanitary sewer the 1600 Block West 18 Street Contract Agreement for Sanitary Sewer Repair with Parker Excavating, Inc., Project No. 14-067 (WWAN03) is hereby awarded to said bidder in the amount of $60,954.04. SECTION 2. Funds for Project 14-067 (WWAN03) shall be from the Sewer User Fund. SECTION 3. The Purchasing Agent is hereby authorized to execute said contract on behalf of Pueblo, A Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and attest the same. SECTION 4. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of this Resolution and the contract to effectuate the transactions described therein. SECTION 5. This Resolution shall become effective immediately upon passage and approval. PREVIOUS COUNCIL ACTION : None BACKGROUND : On October 6, 2015, a Wastewater Collection Division crew was cleaning the sanitary sewer main th in the 1600 block of West 18 Street. Cleaning could not be completed due to a mass of roots in the sewer main. During a root cutting operation, the root cutting head became stuck and had to be extracted via excavation. Video inspection of the sewer main prior to the excavation revealed that the sewer main was badly deteriorated and that the sewer main and one manhole needed to be replaced. The cost breakdown for the project is as follows: Sanitary Sewer Replacement-related Mobilization $700.00 Remove and Replace 8” PVC Pipe $30,780.00 Remove Camera/Root Cutter $350.00 Remove and Replace 48” Manhole $6,700.00 Reinstate Service $3,750.00 Traffic Control $3,150.00 Structural Fill $7,282.24 Stabilization Material $5,406.80 95% Subtotal: $58,119.04 Surface Improvement-related Asphalt Millings for entire alley $2835.00 5% Subtotal: $2835.00 TOTAL: $60,954.04 FINANCIAL IMPLICATIONS : Funding for this project came from the sanitary sewer rehabilitation budget funded by the Sewer User Fund. Funding was available and had been budgeted, appropriated and allocated to Project No. 14-067 (WWAN03). BOARD/COMMISSION RECOMMENDATION : Not applicable STAKEHOLDER PROCESS : None ALTERNATIVES : Alternative No. 1 – No Action Under this alternative, the City would make no improvements to the existing sanitary system and the root cutter would remain and eventually cause a blockage. This could lead to sewage backing up into residents homes. With the existing condition of the main, likelihood of a pipe failure will increase. Failure of the sanitary sewer main could cause a failure of the surface alley, leading to much more difficult and costly repairs for both the main and alley. Alternative No. 2 – Place the Repair on a Rehabilitation List Under this alternative, the City would make no immediate repairs to the sanitary sewer. The main would be put on a rehabilitation list and prioritized by the level of importance for future rehabilitation projects. In addition, similar to Alternative No. 1 – No Action, the root cutter would cause a blockage. This could lead to sewage backing up into residents homes. With the existing condition of the main likelihood of a pipe failure will increase. Failure of the sanitary sewer main could cause failure of the surface alley, leading to much more difficult and costly repairs for both the sewer main and surface alley. RECOMMENDATION : Approval of the Resolution.
