HomeMy WebLinkAbout08952ORDINANCE NO. 8952 AN ORDINANCE ACCEPTING FUNDS FROM 2016 CITY COUNCIL CONTINGENCY FUND IN THE AMOUNT OF $5,000, PUEBLO COUNTY COMMISSIONERS IN THE AMOUNT OF $5,000, FRONTIER PATHWAYS BYWAY IN THE AMOUNT OF $1,000, THE GOODNIGHT BARN PRESERVATION COMMITTEE IN THE AMOUNT OF $26,540 AND BUDGETING AND APPROPRIATING FUNDS IN THE AMOUNT OF $37,540 TO PL1405 FOR PROFESSIONAL SERVICES RELATING TO THE GOODNIGHT BARN RESTORATION PROJECT, AND AUTHORIZING THE PRESIDENT OF CITY COUNCIL TO EXECUTE SAME WHEREAS, the City of Pueblo acquired the Goodnight Barn building and surrounding 1.5 acres on April 12, 2004; NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. Funds in the amount of $5,000 shall be authorized from the 2016 City Council Contingency Account in January 2016 and deposited to PL1405. SECTION 2. Funds in the amount of $5,000 shall be accepted from the Pueblo County Board of Commissioners in January 2016 and deposited to PL1405. SECTION 3. Funds in the amount of $1,000 shall be accepted from the Frontier Pathways National Scenic and Historic Byway and deposited to PL1405. SECTION 4. Funds in the amount of $26,540 shall be accepted from the Goodnight Barn Preservation Committee and deposited to PL1405. The total cost of professional services in PL1405 is in the amount of $37,540. SECTION 5. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of the Ordinance and Contract to effectuate the policies and procedures described therein. SECTION 6. This Ordinance shall become effective on January 1, 2016. Nawrocki and Members of City Council CC: Sam Azad, City Manager VIA: Gina Dutcher, City Clerk FROM: Steven Meier, Director of Planning and Community Development SUBJECT: AN ORDINANCE ACCEPTING FUNDS FROM 2016 CITY COUNCIL CONTINGENCY FUND IN THE AMOUNT OF $5,000, PUEBLO COUNTY COMMISSIONERS IN THE AMOUNT OF $5,000, FRONTIER PATHWAYS BYWAY IN THE AMOUNT OF $1,000, THE GOODNIGHT BARN PRESERVATION COMMITTEE IN THE AMOUNT OF $26,540 AND BUDGETING AND APPROPRIATING FUNDS IN THE AMOUNT OF $37,540 TO PL1405 FOR PROFESSIONAL SERVICES RELATING TO THE GOODNIGHT BARN RESTORATION PROJECT, AND AUTHORIZING THE PRESIDENT OF CITY COUNCIL TO EXECUTE SAME SUMMARY: The City of Pueblo is restoring the historic Goodnight Barn. The stabilization of the structure was completed in October 2015. Construction plans and specifications are required to obtain construction estimates and to bid the restoration work. The plans, specifications and construction estimates are also required for the grant applications submittals to fund the capital restoration. The construction documents will be needed for submittal to the State Historical Fund grant round on April 1, 2016. The City and its partners are contributing the funds to complete the documents before the SHF grant deadline. PREVIOUS COUNCIL ACTION: City Council has awarded the Goodnight Barn Stabilization Project in the amount of $34,246 per Resolution No. 13287. BACKGROUND: The Department of Planning and Community Development is managing the Goodnight Barn Restoration Project. The goal of the stakeholders is to restore the building and use it for educational purposes and to interpret the history of western ranching and Charles Goodnight. Funds are required to complete plans and specifications for the restoration project. An accurate restoration estimate is needed to provide the restoration information for the submittal of various grants to fund the capital project. The immediate grant deadline for the State Historical Fund is April 1, 2016. The City’s partners are contributing to fund the professional services. The majority of the funds are from the Goodnight Barn Preservation Committee which is pursuing the fund raising for the project. A consultant will be hired to perform the work and should start by January 2016 to be completed by March of 2016. FINANCIAL IMPLICATIONS: The project budget, PL1405 will be funded through the following sources: City Council 2016 Contingencies $ 5,000 Pueblo County Commissioners $ 5,000 Frontier Pathways Byway $ 1,000 Goodnight Barn Preservation Committee $26,540 Total $37,540 Total project costs to date will be $78,386.00 See attached commitment letters from the funding sources above. BOARD/COMMISSION RECOMMENDATION: The Historic Preservation Commission recommends the funding of the restoration of the Goodnight Barn. STAKEHOLDER PROCESS: The Goodnight Barn Stakeholders group was formed in 2014. ALTERNATIVES: The Project will not go forward if it is not funded. RECOMMENDATION: Approve the Ordinance.
