HomeMy WebLinkAbout13356 RESOLUTION NO. 13356 A RESOLUTION AUTHORIZING THE PRESIDENT OF CITY COUNCIL TO SUBMIT A LETTER TO THE U.S. DEPARTMENT OF COMMERCE, ECONOMIC DEVELOPMENT ADMINISTRATION CLARIFYING CONDITIONS OF THE APPLICATION REQUIREMENTS RELATED TO THE CITY OF PUEBLO’S GRANT APPLICATION FOR FUNDING TO ASSIST IN THE CONSTRUCTION OF OUTDOOR PLAZAS AND OTHER PUBLIC INFRASTRUCTURE IMPROVEMENTS FOR THE PUEBLO REGIONAL TOURISM PROJECT WHEREAS, on June 8, 2015, City Council approved Resolution No. 13246 authorizing the submittal of a grant application to the EDA for funding to assist in the construction of outdoor plazas and other public infrastructure improvements for the Pueblo Regional Tourism Project; and WHEREAS, on May 11, 2015, City Council approved Ordinance No. 8870, committing $14.4 million in funds for the Pueblo Regional Tourism Project from the City’s 1992-2015 Sales and Use Tax Capital Improvement Projects Fund; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. The President of the City Council is hereby authorized to sign and deliver a letter to the U.S. Department of Commerce, Economic Development Administration (EDA), clarifying the City’s conditions of the application requirements of the City of Pueblo’s grant application for funding to assist in the construction of outdoor plazas and other public infrastructure improvements for the Pueblo Regional Tourism Project. SECTION 2. The letter is authorized to include the following commitments from the City of Pueblo: 1. City matching funds in the amount of $2,192,914.32 are fully committed and readily available for the project from a portion of the $14.4 million obligated for the construction of the EDA and NON EDA project components of the Pueblo Regional Tourism Project and available in the City’s 1992-2015 Sales and Use Tax Capital Improvement Projects Fund. 2. The property in which the improvements will be constructed is owned by the City of Pueblo and the Pueblo Urban Renewal Authority. 3. If awarded the grant, construction will begin in third quarter of 2016 and be completed in the fourth quarter of 2017. SECTION 3. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of the Resolution. SECTION 4. This Resolution shall become effective immediately upon passage and approval. Nawrocki and Members of City Council CC: Sam Azad, City Manager VIA: Gina Dutcher, City Clerk FROM: Steven Meier, Director of Planning & Community Development SUBJECT: A RESOLUTION AUTHORIZING THE PRESIDENT OF CITY COUNCIL TO SUBMIT A LETTER TO THE U.S. DEPARTMENT OF COMMERCE, ECONOMIC DEVELOPMENT ADMINISTRATION CLARIFYING CONDITIONS OF THE APPLICATION REQUIREMENTS RELATED TO THE CITY OF PUEBLO’S GRANT APPLICATION FOR FUNDING TO ASSIST IN THE CONSTRUCTION OF OUTDOOR PLAZAS AND OTHER PUBLIC INFRASTRUCTURE IMPROVEMENTS FOR THE PUEBLO REGIONAL TOURISM PROJECT SUMMARY: Attached is a Resolution for City Council consideration that will authorize the submittal of a letter to the U.S. Department of Commerce, Economic Development Administration (EDA) clarifying the conditions of the application requirements for the City of Pueblo’s grant application for funding to assist in the construction of outdoor plazas and other public infrastructure improvements for the Pueblo Regional Tourism Project. PREVIOUS COUNCIL ACTION: On June 8, 2015, City Council approved Resolution No. 13246 authorizing the submittal of a grant application to the EDA for funding to assist in the construction of outdoor plazas and other public infrastructure improvements for the Pueblo Regional Tourism Project. BACKGROUND: The grant review staff at EDA requested that the City of Pueblo provide an updated letter of commitment related the City’s grant application for funding to assist with the construction of outdoor plazas and other public infrastructure improvements for the Pueblo Regional Tourism Project. The letter confirms the following commitments by the City of Pueblo: 1. City matching funds in the amount of $2,192,914.32 are fully committed and readily available for the project. The matching funds are a portion of the $14.4 million the City has obligated for the construction of the EDA and NON EDA project components of the Pueblo Regional Tourism Project and are available in the City’s 1992-2015 Sales and Use Tax Capital Improvement Projects Fund. 2. The property in which the improvements will be constructed is owned by the City of Pueblo and the Pueblo Urban Renewal Authority. 3. If the City is awarded the grant, construction will begin in the third quarter of 2016 and be completed by the fourth quarter of 2017. The City’s grant application requests $1,031,959.68 to assist in funding the construction of public utility infrastructure; access, circulation, surface parking improvement; and site improvements to serve the expansion of the Pueblo Convention Center building. Site improvements between the building expansion and the HARP Channel include the development of two hardscape event plazas linked via a pedestrian mall, of approximately 15,000 square feet, at the street level; and one turf grassed outdoor event space at the Riverwalk level. The estimated budget is $3,224,874. FINANCIAL IMPLICATIONS: As included in the grant application submitted in June, 2015, the City’s matching funds will come from a portion of the $14.4 million authorized by Ordinance No. 8870, approving funding for a portion of the Pueblo Regional Tourism Project. STAKEHOLDER PROCESS: The Regional Tourism Steering Committee comprised of staff members from the City, HARP Authority, Pueblo Urban Renewal Authority, and the Greater Pueblo Chamber of Commerce conducted the following public design and review meetings between September 2011 and January 2015.
