AN EMERGENCY ORDINANCE BUDGETING AND
APPROPRIATING FUNDS IN THE AMOUNT OF $79,979 AND
INCREASING THE TOTAL AMOUNT IN CAPITAL PROJECT NO.
AP1401-TERMINAL REMODEL TO $229,979
WHEREAS, Capital Project AP1401-Terminal Remodel was established and funds
budgeted and appropriated under Ordinance No. 8626; and
WHEREAS, funds in the amount of $79,979 need to be budgeted and appropriated to
Capital Project AP1401-Terminal Remodel to complete and close the project; NOW
THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
Funding for Capital Project No. 1401-Terminal Remodel is hereby increased to
$229,979.
SECTION 2.
Funds in the amount of $79,979 are hereby transferred to Capital Project No. AP1401-
Terminal Remodel from the Customer Deposits Fund.
SECTION 3.
Due to the time constraints associated with the resumption of commercial air service to
Pueblo Memorial Airport, good cause exists for the passage of this Ordinance as an emergency
ordinance pursuant to Section 3-20 of the City Charter.
SECTION 4.
The officers and staff of the City are directed and authorized to perform any and all acts
consistent with the intent of this Ordinance to effectuate the policies and procedures described
therein.
SECTION 5.
This Ordinance shall become effective immediately upon final passage and approval on
November 9, 2015.

TO $229,979
SUMMARY:
This Ordinance budgets and appropriates additional funds to Capital Project No.
AP1401-Terminal Remodel to complete and close the project.
PREVIOUS COUNCIL ACTION:
City Council passed and approved Ordinance No. 8696 on February 10, 2014
establishing Capital Project No. AP1401-Terminal Remodel and budgeting $150,000 to
the project.
BACKGROUND
In 2010, the screening room in the Airport terminal building was expanded for Allegiant
Airlines taking up most of the lobby space in the building. Because of this expansion,
the lobby and ticket counter areas have been overcrowded during flight times. The first
phase of the project was to remodel the offices in the terminal for the TSA and the
airline and next phase was to demolish the walls of the previous TSA office in order to
open the area up for the ticket counter space. These phases have been completed.
The final phase of the project will consist of finishing the ticket counter/baggage intake
and surrounding areas.
FINANCIAL IMPLICATIONS:
The total increase to the project will be $79,979. Funds will be transferred from the
Customer Deposits Fund to Capital Project AP1401-Terminal Project.

None
STAKEHOLDER PROCESS:
None.
ALTERNATIVES:
If City Council does not approve this Ordinance, funds will not be available to complete
the terminal building and it will remain in an unfinished state.
RECOMMENDATION
The Department of Aviation recommends approval of this Ordinance.
