A RESOLUTION APPOINTING MEMBERS TO THE PUEBLO
REGIONAL BUILDING DEPARTMENT’S BUILDING,
ELECTRICAL, MECHANICAL, AND PLUMBING BOARDS OF
APPEALS-JOINT CITY/COUNTY APPOINTMENTS
WHEREAS, membership terms on each of the Building, Electrical, Mechanical and
Plumbing Boards of Appeals of the Pueblo Regional Building Department expired on July 1, 2015;
and
WHEREAS, each of the appointments required to fill the expired terms requires agreed-
upon appointments of both the City Council of Pueblo and the Pueblo County Commissioners
pursuant to the provisions of the Amended Pueblo Regional Building Department Agreement
between the City of Pueblo and Pueblo County, dated August 10, 1981, and the City and County
have now agreed as to those individuals they desire to appoint to serve membership terms on the
aforementioned Boards; and
WHEREAS, the City Council, in conjunction with the County of Pueblo, now desires to
reappoint those individuals named below for three-year terms expiring July 1, 2018; NOW,
THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1:
The following individuals are hereby reappointed to the indicated Boards of Appeals -
Joint City/County appointments for three-year terms expiring July 1, 2018:
BUILDING BOARD OF APPEALS ELECTRICAL BOARD OF APPEALS
Rodney Scott (General Contractor) Charles Montera (Contractor)
Matthew A. Dick (Experienced Person); Daniel F. Henderson (Engineer)
MECHANICAL BOARD OF APPEALSPLUMBING BOARD OF APPEALS
Lewis Fesmire III (Journeyman) Dennis Gardner (Journeyman)
SECTION 2:
The officers and staff of the City are directed and authorized to perform any and all acts
consistent with the intent of this Resolution to effectuate the policies and procedures described
herein.
SECTION 3:
This Resolution shall become effective immediately upon passage and approval.

SUMMARY:
Should City Council ratify the appointments made to the various Boards of Appeals following the
joint PACOG Meeting dated August 27, 2015?
PREVIOUS COUNCIL ACTION:
Appointments to the Pueblo Regional Building Departments’ Boards of Appeals are made on an
st
annual basis for staggered three-year terms. Current terms expire on July 1 of each year.
BACKGROUND:
Due to regular term expirations of the following individuals on the various Boards of Appeals:
Rodney Scott (Building Board of Appeals – General Contractor);
Brandon Houghton (Building Board of Appeals – Experienced Person);
Charles Montera (Electrical Board of Appeals - Contractor);
Daniel F. Henderson (Electrical Board of Appeals - Engineer);
Jeffrey Giordano (Mechanical Board of Appeals – Journeyman); and
Russell Giffing (Plumbing Board of Appeals – Journeyman);
there were 6 appointments to be made for three year terms expiring July 1, 2018.
The recruitment process in 2015 was handled by Pueblo County Staff and each position
received one application. All applicants who submitted applications for consideration were
appointed to the respective Board positions following the PACOG meeting on August 27, 2015.
FINANCIAL IMPLICATIONS:
This a volunteer committee and members serve without compensation.

None.
RECOMMENDATION:
Approval of the Resolution ratifying the following individuals for three year terms expiring July 1,
2016:
Rodney Scott (Building Board of Appeals – General Contractor);
Matthew A. Dick (Building Board of Appeals – Experienced Person);
Charles Montera (Electrical Board of Appeals - Contractor);
Daniel F. Henderson (Electrical Board of Appeals - Engineer);
Lewis Fesmire III (Mechanical Board of Appeals – Journeyman); and
Dennis Gardner (Plumbing Board of Appeals – Journeyman);
