SUBJECT: A RESOLUTION IN SUPPORT OF BALLOT QUESTION NO. 2A TO BE DECIDED
BY THE ELIGIBLE ELECTORS OF THE CITY OF PUEBLO, COLORADO AT THE
GENERAL MUNICIPAL ELECTION TO BE HELD ON NOVEMBER 3,2015
SUMMARY:
Attached is a proposed Resolution in support of a five-year extension of the 1992-2016 Sales and
Use Tax Capital Improvement Projects Fund (“½ Cent Sales Tax”).
PREVIOUS COUNCIL ACTION:
On August 10, 2015 by Ordinance No. 8904, the City Council submitted to the eligible electors of
the City, ballot question No. 2A, to extend the ½ Cent Sales Tax, to be decided at the upcoming
November 3, 2015 election.
BACKGROUND:
Since its initial approval thirty years ago, the ½ Cent Sales Tax has created thousands of new
jobs in our community. Every five years Pueblo voters are asked to extend the ½ Cent Sales Tax
for job creating capital improvement projects.
FINANCIAL IMPLICATIONS:
The ½ Cent Sales Tax generates approximately $7 million in revenue each year. Ballot question
2A would extend the tax for an additional five years through December 31, 2021. The ballot
measure would also “de-Bruce” the revenue so that the revenue would not be included in the
City’s annual TABOR calculations.
BOARD/COMMISSION RECOMMENDATION:
Not applicable.
STAKEHOLDER PROCESS:
Not applicable.
ALTERNATIVES:
The City Council could remain neutral and not recommend approval or rejection of ballot question
2A.
RECOMMENDATION:
Not applicable.
