SUBJECT: A RESOLUTION AUTHORIZING THE CITY OF PUEBLO TO SUBMIT A GRANT
APPLICATION TO THE GREAT OUTDOORS COLORADO TRUST FUND FOR
FUNDING TO ASSIST WITH THE CONSTRUCTION OF OUTDOOR PLAZAS,
PARK AND PLAYGROUND IMPROVEMENTS RELATED TO THE PUEBLO
REGIONAL TOURISM PROJECT
SUMMARY:
Attached is a Resolution for City Council consideration that will authorize the submittal of an
application to the Great Outdoors Colorado Trust Fund (GOCO) to assist with the construction of
outdoor plazas, park, and playground improvements related to the Pueblo Regional Tourism
Project.
PREVIOUS COUNCIL ACTION:
City Council adopted Resolution No. 12602 on February 25, 2013 approving a Cooperation
Agreement between the City, Pueblo Urban Renewal Authority, and the Historic Arkansas
Riverwalk of Pueblo Authority relating to the Pueblo Professional Bull Riders University and
Heritage of Heroes Project. The Agreement includes two sections that set forth cooperative
efforts to seek additional funding including: Section 5.3 Financing Plan for Overall Concept Plan
– states that the City will cooperate in seeking additional federal, state, and other available
financing for all aspects of the Overall Concept Plan. City Council also approved Resolution No.
13246 on June 8, 2015 allowing a grant application be submitted to Economic Development
Administration requesting $1.5 million dollars for this project.
BACKGROUND:
This grant request to GOCO is for $350,000 to assist in funding the construction of outdoor plazas,
park, and playground improvements. The project will create four new facilities at the Historic
Arkansas Riverwalk of Pueblo. Pueblo’s Riverwalk is a 32 acre mixed use urban waterfront venue
that provides an outdoor and active living experience for people of all ages from Pueblo County
and the region. The following new facilities will enhance outdoor opportunities for new and existing
users: 1) the great lawn outdoor activity area, 2) four new park pavilions, 3) an adventure
playground, and 4) a trail head facility for pedestrians and bicyclist, and a drop off access to the
Riverwalk channel for non-motorized watercraft.
The project will be located southwest of the planned expansion to the Pueblo Convention Center.
The estimated project budget is $919,400. The successful award of this grant will allow the City
to contract for the construction to be started during 2016.
FINANCIAL IMPLICATIONS:
The applicant matching funds will come from the Pueblo Regional Tourism Project funds
generated through the State of Colorado sales tax increment dedicated to the Pueblo
Professional Bull Riders University and Heritage of Heroes Project. In addition, the HARP
Foundation has secured a $100,000 contribution from the Pueblo Bar Association for the
adventure playground, and is currently soliciting other private sector contributions for this
project that could reduce the funding provided through the State of Colorado sales tax
increment. City's staff time from both the Finance and the Planning and Community
Development Departments will be required to monitor and provide financial reports related
to the GOCO grant. The financial summary for the project are shown below:
GOCO Grant Application $ 350,000
Pueblo Bar Association $ 100,000
Applicant / RTA Authority Funds $ 469,400
Total Estimated Project Budget $ 919,400
