A RESOLUTION AWARDING A CONSTRUCTION CONTRACT IN
THE AMOUNT OF $5,913.50 TO PARKER EXCAVATING, INC.,
FOR EMERGENCY SANITARY SEWER POINT REPAIR AT 4300
NORTH ELIZABETH AVENUE AND AUTHORIZING THE
PURCHASING AGENT TO EXECUTE THE SAME
WHEREAS, an emergency sanitary sewer repair was authorized by the Pueblo City
Manager in accordance with Section 1-10-5 of the Pueblo Municipal Code ; and
WHEREAS, the point repair work was awarded to Parker Excavating, Inc., under the 2015-
2016 multi-year point repair contract; NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
This contract is for repair of the sanitary sewer the 4300 North Elizabeth Avenue Contract
Agreement for Sanitary Sewer Repair with Parker Excavating, Inc., Project No. 14-067
(WWAN03) is hereby awarded to said bidder in the amount of $5,913.50.
SECTION 2.
Funds for Project 14-067 (WWAN03) shall be from the Sewer User Fund.
SECTION 3.
The Purchasing Agent is hereby authorized to execute said contract on behalf of Pueblo,
A Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and attest the
same.
SECTION 4.
The officers and staff of the City are directed and authorized to perform any and all acts
consistent with the intent of this Resolution and the contract to effectuate the transactions
described therein.
SECTION 5.
This Resolution shall become effective immediately upon passage and approval.

SUMMARY:
Attached is a resolution awarding a construction contract to Parker Excavating, Inc. for emergency
sanitary sewer point repair at 4300 North Elizabeth Avenue.

BACKGROUND
:
On September 17 2015, the Collection Crew televised a main in the 4300 block of North Elizabeth
Avenue after the cleaning head would continually become stuck in the main. A large hole in the
sewer main, with soil visible, was encountered and a sizable void was forming around the hole
which held wastewater and also allowed soil to enter the main. To protect public safety and avoid
any property damage the main needed immediate repair.
The cost breakdown for the project is as follows:
Sanitary Sewer Replacement-related
Remove and Replace 8” PVC Pipe $1,105.00
Reinstate Service $250.00
Jack-hammer into Manhole $1,642.50
Bypass Pumping $2,216.00
Mobilization $700.00

FINANCIAL IMPLICATIONS
:
Funding for this project came from the sanitary sewer rehabilitation budget funded by the Sewer
User Fund. Funds are available and have been budgeted, appropriated and allocated to Project
No. 14-067 (WWAN03).

ALTERNATIVES
:
Alternative No. 1 – No Action
Under this alternative, the City would make no improvements to the existing sanitary system and
the void would remain and possibly grow. This could lead to untreated wastewater leaching into
the ground. The likelihood of a pipe failure will increase. Failure of the sanitary sewer main could
lead to much more difficult and costly repairs of the main.
Alternative No. 2 – Place the Repair on a Rehabilitation List
Under this alternative, the City would make no immediate repairs to the sanitary sewer. The main
would be put on a rehabilitation list and prioritized by the level of importance for future rehabilitation
projects. In addition, similar to Alternative No. 1 – No Action, the void in the main would remain and
possibly grow which could lead to untreated wastewater leaching into the ground. The likelihood of
a pipe failure will increase. Failure of the sanitary sewer main could lead to much more difficult
and costly repairs of the main.
RECOMMENDATION
:
Approval of the Resolution.
