A RESOLUTION APPROVING A SERIES OF
AGREEMENTS BETWEEN TASER INTERNATIONAL, INC.
AND THE CITY OF PUEBLO, A MUNICIPAL
CORPORATION FOR THE PURCHASE OF ADDITIONAL
BODY WORN CAMERA SYSTEMS AND AUTHORIZING
THE PURCHASING AGENT TO EXECUTE SAME
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The series of agreements between TASER International, Inc. and the City of
Pueblo, a Municipal Corporation, including Quote No. Q-29207-6 dated 09/16/15 from
Taser International, Inc., Exhibit A to Quote No. Q-29207-6, TASER’s Sales Terms and
Conditions for Direct Sales to End User Purchasers, TASER Professional Services
Agreement, Evidence.com Master Service Agreement, TASER International Inc.’s Sales
and Terms and Conditions for the Evidence.com Dock and AXON flex and AXON body
Cameras TASER Assurance Plan, TASER International Inc.’s Hardware Warrant,
Limitations and Release for Law Enforcement CEW Products and On-Officer Cameras,
Addendum No. 1 Integration Services Statement of Work (hereinafter “Quote and Related
Agreements”), copies of which are attached hereto, having been approved as to form by
the City Attorney, are hereby approved.
SECTION 2.
The Purchasing Agent is hereby authorized and directed to execute the Quote and
Related Agreements. The officers of the City are directed and authorized to perform any
and all acts consistent with the intent of this Resolution and the attached Agreement which
are necessary or desirable to effectuate the transactions described therein.
SECTION 3.
This Resolution shall become effective immediately upon final passage.

SUMMARY:
Attached is a proposed Resolution approving a series of agreements between the City of Pueblo
and TASER International, Inc., including Quote No. Q-292707-6 dated September 16, 2015 from
TASER International, Inc., Exhibit A to Quote No. Q-292707-6, TASER’s Sales Terms and
Conditions for Direct Sales to End User Purchasers, TASER Professional Services Agreement,
Evidence.com Master Service Agreement, TASER International Inc.’s Sales and Terms and
Conditions for the Evidence.com Dock and AXON flex and AXON body Cameras TASER
Assurance Plan, TASER International Inc.’s Hardware Warrant, Limitations and Release for Law
Enforcement CEW Products and On-Officer Cameras, Addendum No. 1 Integration Services
Statement of Work (hereinafter “Quote and Related Agreements”).
PREVIOUS COUNCIL ACTION:
On November 24, 2014, City Council approved by Resolution a previous series of agreements,
Quote Q-15606 and Related Agreements, between the City of Pueblo and TASER International,
Inc.
BACKGROUND:
During 2014, the City of Pueblo Police Department researched the utility of body worn cameras.
Based upon this research, the City purchased 110 body worn cameras in November, 2014. The
use of body worn cameras has allowed police officers to record video and audio of every
interaction over the last year. The video and audio resulting from the body worn cameras has
assisted in the prosecution of criminal cases, resolved citizen complaints, enhanced officer safety,
provided training opportunities, reduced liability, and increase transparency.
The Police Department issued the original 110 body worn cameras only to patrol officers. There
were not enough cameras to allow all police officers to get cameras. The Police Department
decided to purchase more cameras this year as a result of the overwhelming positive impact the
cameras have had on the Department. The purchase of an additional 34 cameras from TASER
through the current agreements will allow body worn cameras to be issued to Sergeants, School
Resource Officers and Code Enforcement Officers.
The current Quote and Related Agreements provide for the purchase of 34 new cameras, infinite
data storage, integration of software and extended warranties. The current Quote and Related
Agreements also includes 137 new generation taser weapons. The Department’s current taser
weapons are two generations old. Studies have indicated that taser weapon systems decrease
injuries suffered by citizens and officers alike.
The current Quote and Related Agreements replace and supersede all prior agreements.
FINANCIAL IMPLICATIONS:
Payment for the body worn cameras, software licenses and service agreements will be made as
set forth in the Quote and Related Agreements from the Police Department’s general operating
budget.
BOARD/COMMISSION RECOMMENDATION:
None.
STAKEHOLDER PROCESS:
None.
ALTERNATIVES:
The City can maintain the current operating procedures and conditions of the Police Department
with the existing 110 body worn cameras. However, the use of body worn cameras by additional
officers will only enhance the effectiveness of the Police Department and performance of
individual officers.
RECOMMENDATION:
The Police Department recommends approval of this Resolution and the Quote and Related
Agreements.
