HomeMy WebLinkAbout13306RESOLUTION NO. 13306 A RESOLUTION AWARDING A CONSTRUCTION CONTRACT IN THE AMOUNT OF $16,172.36 TO PARKER EXCAVATING, INC., FOR EMERGENCY SANITARY SEWER POINT REPAIR AT THE JAMES R. DIIORIO WATER RECLAMATION FACILITY AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE THE SAME WHEREAS, an emergency sanitary sewer repair was authorized by the Pueblo City Manager in accordance with Section 1-10-5 of the Pueblo Municipal Code ; and WHEREAS, the point repair work was awarded to Parker Excavating, Inc., under the 2015- 2016 multi-year point repair contract; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. This contract is for repair of the sanitary sewer the James R. DiIorio Water Reclamation Facility. Contract Agreement for Sanitary Sewer Repair with Parker Excavating, Inc., Project No. 14-067 (WWAN03) is hereby awarded to said bidder in the amount of $16,172.36. SECTION 2. Funds for Project 14-067 (WWAN03) shall be from the Sewer User Fund. SECTION 3. The Purchasing Agent is hereby authorized to execute said contract on behalf of Pueblo, A Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and attest the same. SECTION 4. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of this Resolution and the contract to effectuate the transactions described therein. SECTION 5. This Resolution shall become effective immediately upon passage and approval. DIIORIO WATER RECLAMATION FACILITY AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE THE SAME SUMMARY: Attached is a resolution awarding a construction contract to Parker Excavating, Inc. for emergency sanitary sewer point repair at the James R. DiIorio Water Reclamation Facility. PREVIOUS COUNCIL ACTION : None BACKGROUND : The James R. DiIorio Water Reclamation Facility had two broken non-potable water lines near the Oxic Reactors. The water lines supply non-potable water to the Oxic Reactors which is a step in the Biological Nutrient Removal process. The broken water line near Oxic Reactor No. 7 caused a sink hole. The broken water line at Oxic Reactor No. 1 caused a concrete pad to break unevenly. When the broken water line at Oxic Reactor No. 1 was uncovered, a large void under the Oxic Reactor’s trough was discovered. Flowfill was placed to fill the void and eliminate the Oxic Reactor’s trough from cracking. The quote for the unit prices for the work by Parker Excavating, Inc. and the change order for the project are attached. This work was performed under the Sanitary Sewer Point Repair multi-year contract under which four (4) contractors were qualified via competitive bid. During the project the costs were modified by actual field quantities as noted on the attached change order. Since water main replacement line items were not bid, the contractor was paid by time and materials. The cost breakdown for the project is as follows: Sanitary Sewer Replacement-related Labor and Equipment $9,300.00 Flowable Fill $784.00 Remove and Replace 4” Concrete $510.00 Materials $4,878.36 Mobilization $700.00 100% Subtotal: $16,172.36 TOTAL: $16,172.36 FINANCIAL IMPLICATIONS : Funding for this project came from the sanitary sewer rehabilitation budget funded by the Sewer User Fund. Funding was available and had been budgeted, appropriated and allocated to Project No. 14-067 (WWAN03). BOARD/COMMISSION RECOMMENDATION : Not applicable STAKEHOLDER PROCESS : None ALTERNATIVES : Alternative No. 1 – No Action Under this alternative, the City would make no improvements to the existing water lines and continued leakage would saturate the soil. The saturated soil would lead to settlement and potential damage to treatment process structures; which would be more costly to fix and have more severe repercussions if they failed. Alternative No. 2 – Place the Repair on a Rehabilitation List Under this alternative, the City would make no immediate repairs to the broken water lines. The lines would be put on a rehabilitation list and prioritized by the level of importance for future rehabilitation projects at the plant. In addition, similar to Alternative No. 1 – No Action, the soil would continue to saturate potentially, yielding the same results as Alternative No. 1 - No Action. RECOMMENDATION : Approval of the Resolution.
