HomeMy WebLinkAbout13303 RESOLUTION NO. 13303 A RESOLUTION APPROVING THE TRANSFER OF BUDGETED AND APPROPRIATED WASTEWATER FUNDS IN THE AMOUNT OF $600,000 FROM ANNUAL LARGE MAIN REHAB (WWAN02) TO ANNUAL SMALL MAIN REHAB (WWAN01) WHEREAS, the City of Pueblo owns, operates, and maintains a wastewater collection and treatment system subject to the requirements of the Federal Clean Water Act and the Colorado Water Quality Control Act; and WHEREAS, the City of Pueblo has budgeted and appropriated $1,830,000 for 2015 to Annual Large Main Rehab (WWAN02) of which $660,000 is needed for the Annual Small Main Rehab (WWAN01); NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. The Finance Director is hereby authorized to execute the transfer of $660,000 from Annual Large Main Rehab (WWAN02) to Annual Small Main Rehab (WWAN01). SECTION 2. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of this Resolution to effectuate the transactions described herein. SECTION 3. This Resolution shall become effective immediately upon passage and approval. Nawrocki and Members of City Council CC: Sam Azad, City Manager VIA: Gina Dutcher, City Clerk From: Gene Michael, Wastewater Director SUBJECT: A RESOLUTION APPROVING THE TRANSFER OF BUDGETED AND APPROPRIATED WASTEWATER FUNDS IN THE AMOUNT OF $600,000 FROM ANNUAL LARGE MAIN REHAB (WWAN02) TO ANNUAL SMALL MAIN REHAB (WWAN01) SUMMARY: Attached is a Resolution approving the transfer of $660,000 of available funds from Annual Large Main Rehab (WWAN02) to Annual Small Main Rehab (WWAN01). PREVIOUS COUNCIL ACTION: None BACKGROUND: The Wastewater Department is performing a redirection of the sanitary main from under Burlington Northern Santa Fe’s (BNSF) railroad tracks near Halleck Avenue and West th 16 Street. The project is designated as the FY2014 West Side Redirection Project, Project No. 14-031 (WWAN01). The mains had to be redirected because both mains were broken under the tracks. The Wastewater Department was called out to these locations at least once a month to flush the line because wastewater would be backed up due to the broken pipe. There was always a possibility for the cleaning head to become lodged in the broken pipe while flushing the main. Major delays to this project have resulted from an unforeseen high water table condition that resulted in severely saturated soils with no shear strength. This condition made it impossible to establish properly compacted bedding for the new sewer pipe and caused the trenches to collapse. The entire width of the Hooper Avenue from gutter to gutter has caved in due to the saturated soil being excavated. This severity of this condition was increased by unusually heavy precipitation during the project. A significant amount of subgrade stabilizing material, rip rap and rock 3-inch to 6-inches in diameter, has been pushed into the saturated soil in order to achieve proper compaction for a solid base for the installation the sanitary main in an effort to eliminate pipe failure in the future. Ultimately it was necessary to re-design the sanitary sewer, establishing a shallower profile with a much reduced slope, in order to be able to complete the project through the high groundwater area. The original project was bid with 100 tons of subgrade stabilization but the amount that has been placed has far exceeded the bid quantity amount with the project being half complete. Potholes performed 12 months prior, to determine the depth of the utility crossings on the proposed sanitary main, gave no indication that the subgrade was so heavily saturated. The FY2014 West Side Redirection Project, Project No. 14-031 (WWAN01) will exceed the contract and contingency amounts which will require a transfer of funds to Small Main Rehabilitation (WWAN01). The project is approximately 85% completed and is estimated to be about $1,095,600. The scheduled completion date is September 21, 2015. FINANCIAL IMPACT: Funding for this project will be taken from Annual Large Main Rehab (account WWAN02).
