HomeMy WebLinkAbout13269RESOLUTION NO. 13269 A RESOLUTION AWARDING A CONSTRUCTION CONTRACT IN THE AMOUNT OF $2,080 TO PARKER EXCAVATING, INC., FOR EMERGENCY SANITARY SEWER POINT REPAIR IN THE FAIRMOUNT SUBDIVISION AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE THE SAME WHEREAS, an emergency sanitary sewer repair was authorized by the Pueblo City Manager in accordance with Section 1-10-5 of the Pueblo Municipal Code ; and WHEREAS, the point repair work was awarded to Parker Excavating, Inc., under the 2015-2016 multi-year point repair contract; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1 This contract is for repair of the sanitary sewer in the Fairmount Subdivision. Contract Agreement for Sanitary Sewer Repair with Parker Excavating, Inc., Project No. 14-067 (WWAN03) is hereby awarded to said bidder in the amount of $2,080. SECTION 2_ Funds for Project 14-067 (WWAN03) shall be from the Sewer User Fund. SECTION 3. The Purchasing Agent is hereby authorized to execute said contract on behalf of Pueblo, A Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and attest the same. SECTION 4. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of this Resolution and the contract to effectuate the transactions described therein. SECTION 5_ This Resolution shall become effective immediately upon passage and approval. Nawrocki and Members of City Council CC: Sam Azad, City Manager VIA: Gina Dutcher, City Clerk From: Gene Michael, Wastewater Director SUBJECT: A RESOLUTION AWARDING A CONSTRUCTION CONTRACT IN THE AMOUNT OF $2,080 TO PARKER EXCAVATING, INC., FOR EMERGENCY SANITARY SEWER POINT REPAIR IN THE FAIRMOUNT SUBDIVISION AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE THE SAME SUMMARY: Attached is a resolution awarding a construction contract to Parker Excavating, Inc., for emergency sanitary sewer point repair in the Fairmount Subdivision. PREVIOUS COUNCIL ACTION: None BACKGROUND: While performing a closed circuit television inspection on the sanitary mains to be included in the FY2015 Selenium Reduction Project, an obstruction in the pipe was encountered. The Wastewater Collections Crew was unable to pass the obstruction. The obstruction needed to be removed to remove the potential for the obstruction to cause a backup or sanitary sewer overflow, and to allow the continuance of the inspection in order to determine if the main would be a good candidate for Cured -In -Place (CIPP) lining as well as prevent any backup or sanitary sewer overflows. The quote for the unit prices for the work by Parker Excavating, Inc. and the change order for the project are attached. This work was performed under the Sanitary Sewer Point Repair multi-year contract under which four (4) contractors were qualified via competitive bid. During the project the costs were modified by actual field quantities as noted on the attached change order. The cost breakdown for the project is as follows: Sanitary Sewer Replacement -related Remove & Replace 8" PVC < 8' $680.00 Reinstate Service $250.00 Traffic Control $450.00 Mobilization $700.00 Subtotal: $2,080.00 100% TOTAL: $2,080.00 FINANCIAL IMPLICATIONS: Funding for this project came from the sanitary sewer rehabilitation budget funded by the Sewer User Fund. Funding was available and had been budgeted, appropriated and allocated to Project No. 14-067 MMAN03). BOARD/COMMISSION RECOMMENDATION: Not applicable STAKEHOLDER PROCESS: None ALTERNATIVES: Alternative No. 1 — No Action Under this alternative, the City would leave the obstruction in the main and eliminate the segment from the FY2015 Selenium Reduction Project. The possibility of a backup to residences and/or a sanitary sewer overflows would remain in place and increase as time passes. Results from the FY2015 Selenium Reduction Project would be compromised due to continued selenium infiltration into the unlined segment. Alternative No. 2 — Include the pipe segment in the FY2015 Selenium Reduction Project Under this alternative, the City would not immediately remove the obstruction but rather wait for the FY2015 Selenium Reduction Project. A backup to residences and/or a sanitary sewer overflows could occur, increasing the City's liability. The segment would not have been fully televised and the possibility that the main would need to be removed and replaced would have been present. This option was considered but was rejected because it was believed it would be cheaper to perform a point repair and televise the main in its entirety to determine whether other structural problems exist that need to be repaired. RECOMMENDATION: Approval of the Resolution.
